현재 강구수협이 운영 중인 위판시설은 1967년, 냉동공장은 1981년 준공된 노후 시설로, 위생 관리 기준 충족이 어려울 뿐 아니라 하역·저장 공간 부족으로 해마다 증가하는 수산물 물량 처리에 어려움이 제기돼 왔다.
특히 최근 기후변화로 인한 수온 상승과 어종 변화 영향으로 수산물의 선도 관리 중요성이 커지는 가운데, 기존 시설로는 냉동·저장 능력이 충분하지 않아 수산물 폐기 증가와 가격 하락으로 이어지는 문제가 지적돼 왔다. 실제로 지난해 7월 영덕 해역에서 참다랑어가 대량 어획됐을 당시, 처리 지연과 선도 저하 문제가 발생해 현대화 필요성이 다시금 부각됐다.
이번 사업은 총 184억 원 규모로 진행되며, 국비 92억 원, 지방비 55.2억 원, 자부담 36.8억 원이 투입된다. 사업 기간은 내년부터 2029년까지 4년간이다.
새롭게 조성될 위판시설은 강구신항 일대에 들어서며, 위판장과 동결실, 업무시설 등이 포함된다. 이를 통해 위생 수준 개선, 물류 효율성 강화, 저장 용량 확대 등 수산물 처리 체계 전반의 기능 향상이 기대된다. 냉동공장 확충 또한 수산물 신선도 유지와 수출 경쟁력 강화에 기여할 전망이다.
문성준 영덕부군수는 “이번 현대화 사업은 단순 시설 교체가 아니라 경북권 수산물 유통 체계를 새롭게 재편하는 중요한 전환점”이라며 “시설 개선이 지역 어업인의 소득 증대와 지역 경제 활성화로 이어질 수 있도록 행정적 지원을 아끼지 않겠다”고 말했다.

The auction facilities currently operated by Ganggu Fisheries Cooperative were built in 1967, and the frozen food plant in 1981. These facilities are aging, not only failing to meet hygiene standards, but also facing challenges handling the increasing volume of seafood due to insufficient unloading and storage space.
In particular, with rising water temperatures and changes in fish species due to climate change, the importance of maintaining the freshness of seafood has grown. However, the existing facilities lack sufficient freezing and storage capacity, leading to increased seafood waste and falling prices. Indeed, the massive catch of bluefin tuna in the Yeongdeok waters in July of last year, which resulted in processing delays and reduced freshness, highlighted the need for modernization.
This project will cost a total of 18.4 billion won, with 9.2 billion won from the national government, 5.52 billion won from local governments, and 3.68 billion won from private funds. The project will run for four years, from next year to 2029.
The new auction facility will be located near Ganggu New Port and will include an auction hall, a freezing room, and business facilities. This is expected to enhance the overall functionality of the seafood processing system, including improved hygiene, enhanced logistics efficiency, and expanded storage capacity. The expansion of the freezing plant is also expected to contribute to maintaining seafood freshness and enhancing export competitiveness.
Yeongdeok County Governor Moon Seong-jun stated, "This modernization project is not simply a facility replacement; it marks a significant turning point in restructuring the seafood distribution system in the Gyeongbuk region. We will provide unwavering administrative support to ensure that these facility improvements lead to increased income for local fishermen and revitalized local economies."
