파주시가 지역 경제 자립을 위한 새로운 금융 모델로 '지역공공은행' 설립을 본격 검토하고 나섰다.
파주시는 지난 15일 국회의사당 의원회관에서 '기본사회 실현을 위한 지역공공은행 토론회'를 열고, 지역 금융의 대안으로서 지역공공은행의 필요성과 추진 방향을 논의했다고 16일 밝혔다.
이번 토론회는 파주시와 박정현·송재봉·허성무 국회의원이 공동 주최했으며, 김경일 파주시장이 좌장을 맡아 진행했다.

발제를 맡은 양준호 인천대 경제학과 교수는 '지역공공은행의 필요성과 의의: 파주형 지역공공은행 모델링을 모색하며'를 주제로 발표했다.
양 교수는 미국 노스다코타 주립은행(BND) 사례를 소개하며 "지역공공은행은 지역 자본의 역외 유출을 막고 금융 소외계층을 안정적으로 지원해 지역 경제를 지탱하는 실질적 해법이 될 것"이라고 강조했다.
이어 우리나라 실정에 맞는 지역 맞춤형 모델 구축이 필요하다고 제언했다.
지정 토론에는 이상헌 지역순환경제전국네트워크 사무처장, 서익진 화폐민주주의연대 공동대표, 송지현 인제대 글로벌기후경제학과 교수가 참여했다.
전문가들은 지역공공은행이 단순한 복지성 금융기관을 넘어, 지역이 스스로 경제적 자립 기반을 갖추고 지역공동체를 회복하게 돕는 '공공 금융 플랫폼'이 돼야 한다는 데 의견을 모았다.
또한 지자체 금고 기능 연계, 시민 참여형 협력 체계 구축, 단계적 실행 전략 등 제도 설계 과정에서 반드시 검토해야 할 핵심 과제들도 함께 제시했다.
이번 토론회는 지역 간 격차가 심화되는 상황에서, 지역 자금이 외부로 유출되지 않고 지역 내에서 순환하며 지속 가능한 지역 경제 기반을 모색하기 위해 마련됐다.
김경일 파주시장은 "오늘 논의된 다양한 의견을 바탕으로 파주시에 적합한 현실적인 모델을 지속적으로 검토해 나가겠다"고 말했다.
한편 파주시는 지난 11월 '파주형 지역공공은행 추진모델 수립 용역'에 착수해 공공성과 지속가능성을 갖춘 파주형 모델을 구상 중이다.
시는 이번 토론회를 계기로 지역공공은행에 대한 사회적 논의를 확산하고, 관계 전문가 및 시민사회와 협력해 설립 방향을 구체화해 나갈 계획이다.
