황 전 위원장은 지난해 6·3 대통령 선거 기간 중 자원봉사자 8명에게 15만2천원 상당의 식사를 제공한 혐의로 기소됐다. 현행 공직선거법은 선거운동과 관련된 금품이나 음식물 제공을 엄격히 금지하고 있다.
이날 법정에서 변호인 측은 “고의성이 없었다”고 주장했다. 조직과 인력이 체계적으로 갖추어지지 않아 자원봉사자와 선거사무원의 구분이 명확하지 않았고, 선거 기간 인력의 합류와 이탈이 반복되는 혼란 속에서 생긴 일임을 설명했다. 아울러 제공된 금액도 극히 적은 수준이었다고 덧붙이며 선처를 호소했다.
황 전 위원장 역시 최후 진술에서 “직원 없이 선거를 치르다 보니 역할 구분 자체가 제대로 이뤄지지 않았고, 본인조차 자원봉사자인지 선거사무원인지 혼동할 때가 많았다”며 “당선을 위해 매표 행위를 한 것은 아니었다”고 항변했다.
이어 “해단식에서 봉사자들이 모은 돈으로 식사를 했다면 문제가 없었겠지만, 관련 법규를 충분히 알지 못해 이런 상황에까지 이르렀다”며 “정치를 위해 노력한 기록이 재판으로 남게 되어 마음이 매우 힘들다”고 심경을 밝혔다.
황 전 위원장은 “이번 일을 끝으로 정치를 그만두겠다”며 재판부에 거듭 선처를 요청했다.

He continued, "If I had used the money raised by volunteers for a meal at the disbandment ceremony, there would have been no problem, but my lack of understanding of the relevant laws led to this situation. I feel deeply distressed that my political efforts have been recorded in a court case."
Former Chairman Hwang repeatedly requested leniency, stating, "I will retire from politics after this incident."
