고양특례시가 추진 중인 공립수목원 조성 사업이 연이은 예산 삭감으로 제자리걸음을 면치 못하고 있다.
18일 고양시에 따르면 시는 지난해부터 올해까지 총 다섯 차례에 걸쳐 '고양시 공립수목원 기본구상 및 타당성 검토 용역' 예산 2억 7천만 원을 편성하려 했으나 모두 부결됐다.
지난해 2회 추경을 시작으로 올해 본예산과 1·2회 추경, 내년 본예산까지 번번이 좌절된 것이다.
시는 시민들의 산림휴양 수요에 대응하고 여가·휴식 공간 제공, 식물 유전자원 보전·연구, 생태관광 활성화를 위해 공립수목원 조성을 추진해왔다.
산림청이 발표한 제6차 산림기본계획(2024)에 따르면 국민이 희망하는 여가 공간 상위 순위에 산과 숲, 캠핑장, 생활권 공원, 산림욕장 등이 포함됐다.
실제로 킨텍스 캠핑장의 경우 1면당 연간 약 300건이 이용될 정도로 시민들의 야외·산림 공간 선호도는 꾸준히 증가하고 있다.
하지만 고양시는 경기도 인근 시군 중 공공 산림문화·휴양시설이 단 한 곳도 없는 유일한 도시다.
수원·용인·성남·파주·양주 등 인접 지자체들은 이미 수목원, 자연휴양림, 산림욕장 등 다수의 산림문화시설을 조성·운영하며 시민 복지와 지역 관광자원으로 활용하고 있다.
고양시는 화훼산업도시라는 지역 특성을 살리고 창릉천, 공릉천 등 수변자원과 연계해 차별화된 수목원을 조성할 계획이다.
공립수목원은 단순한 녹지 조성을 넘어 시민들의 정서와 삶의 질 향상에 기여하는 공공 인프라이자, 지역 일자리 창출과 관광 기반 확충, 도시 이미지 제고로 이어질 수 있는 중요한 자산으로 평가받고 있다.
