고양특례시가 지상철도로 인한 도시 단절과 소음 문제 해소를 위해 추진하려던 철도지하화 사업이 예산 삭감으로 차질을 빚게 됐다.
19일 고양시에 따르면 '철도지하화 통합개발 기본구상 용역' 예산 7억원이 시의회 심의 과정에서 전액 삭감되면서 사업 추진이 어려워진 상황이다.
정부는 지난해 1월 지상철도로 인한 도시 단절, 소음·진동, 안전 문제 등을 해소하기 위해 「철도지하화통합개발법」을 제정했다.
이어 3월에는 국토교통부가 철도 지하화와 상부 부지 활용을 체계적으로 추진하기 위한 종합계획 수립 연구 용역에 착수해 현재 절차를 진행 중이다.
고양시는 이러한 국가 상위계획에 대응하고 향후 종합계획을 반영하기 위해 기본구상 용역을 검토해왔다.
하지만 내년도 본예산 편성 과정에서 시의회가 관련 예산을 전액 삭감하면서 계획에 차질이 생겼다.
이번 용역은 경의중앙선 전 구간(18km), 일산선 일부 구간(5km·대곡역·원당역·지축역), 교외선 전 구간(12km) 등 총 35km를 대상으로 철도 지하화 가능성을 검토하는 내용을 담고 있다.
또한 철도 지하화로 확보되는 상부 부지를 활용한 도시개발사업, 역세권 개발, 공공주택사업 등 통합개발 방안도 포함될 예정이었다.
현재 고양시에서는 지상철도 운행으로 인한 소음·진동·분진 문제가 지속적으로 발생하고 있다.
특히 경의중앙선 인근에는 지하차도, 교량, 보도육교 등 입체교차시설이 설치돼 교통혼잡과 주민 민원이 빈발하고 있는 상황이다.
지상철도가 통과하는 경기도 23개 시·군 가운데 12개 시·군은 이미 철도지하화 통합개발 기본구상 용역을 추진 중이다.
고양시는 중장기적인 도시 구조 개편과 지상철도 인근 지역 환경개선을 위한 검토가 시급한 상황에서 예산 삭감으로 타 지자체에 뒤처지게 됐다.
시 관계자는 "국가 종합계획 수립 일정과 연계해 고양시도 여건에 맞는 철도 지하화 방안을 필수적으로 마련해야 한다"며 "원활한 사업 추진을 위해 시의회와 긴밀히 협력해 향후 추진 방안을 모색하겠다"고 밝혔다.
