파주시가 평화경제특구 지정을 향한 본격적인 유치전에 돌입했다.
단순 행정 추진을 넘어, 시민이 직접 참여하는 실질적 유치 전략을 전면에 내세웠다.
파주시는 지난 11월 공개모집을 통해 선발한 100명의 시민으로 구성된 ‘제2기 파주시 평화경제특구 시민추진단’을 지난 18일 최종 구성하고, 시민 참여 기반의 평화경제특구 유치 활동을 본격화한다고 밝혔다.

시민추진단 단장은 최병갑 부시장이 맡는다.
제2기 시민추진단은 경제·교육·사회홍보·전문가 등 4개 분과 체계로 운영된다.
각 분과에는 분야별 전문성과 대표성이 고루 반영됐다.
분과별로는 ▲경제분과 18명(기업인) ▲교육분과 27명(학생·청년) ▲사회홍보분과 45명(일반시민) ▲전문가분과 10명(교수·엔지니어)으로 구성됐다.
시민추진단은 평화경제특구 지정이 완료될 때까지 ▲투자유치 전략 및 기업 유치 자문 ▲대학·청년 연계 정책 제안 ▲행사 홍보와 범시민 서명운동 전개 ▲개발계획(안) 검토 및 정책 자문 등 유치 전 과정에 직접 참여하게 된다.
단순 홍보 조직이 아닌, 실질적인 정책 파트너로서 역할을 수행한다는 점이 핵심이다.
특히 이번 2기 시민추진단은 기존 1기와 분명한 차별성을 갖는다.
1기가 시민 공감대 형성과 인식 확산에 주력했다면, 2기는 ‘지정 성과 창출’을 목표로 한 실전형 시민 조직으로 운영된다.
파주시는 이를 통해 평화경제특구 지정 경쟁에서 실질적인 우위를 확보하겠다는 전략이다.
시민추진단의 공식 활동은 2026년 1월 7일 ‘평화경제특구 비전선포식’과 위촉식을 시작으로 본격화된다.
이후 범시민 서명운동과 시민추진단 워크숍을 통해 참여 범위를 확대하고, 도시 전반의 유치 역량을 결집해 나갈 계획이다.
