고양특례시가 원도심 체계적 관리를 위해 추진하던 지구단위계획 수립 용역 예산이 전액 삭감되면서 도시 관리 공백이 장기화될 것으로 우려된다.
시에 따르면 올해 편성을 추진했던 지구단위계획 수립 용역비 약 5억 9천만 원이 의회 심의 과정에서 전액 삭감됐다.
이로 인해 무질서한 개발을 막고 기반 시설을 확충하기 위한 원도심 관리 기준 마련이 무기한 연기됐다.
지구단위계획은 대규모 재개발이 어려운 원도심 지역에서 개별 건축 행위를 공공의 목표에 맞게 유도하는 핵심 도시 관리 수단이다.
건축 시마다 도로 계획선에 따라 도로 폭을 점진적으로 넓히거나, 건축물 이격을 통해 보행 공간을 확보하는 등 장기적 관점에서 도시 기반 시설을 단계적으로 개선할 수 있다.
