고양특례시가 역점 사업으로 추진 중인 총 400억 원 규모의 '거점형 스마트시티 조성사업'이 예산 삭감으로 난관에 봉착했다.
2026년 본예산 심의 과정에서 30억 원이 삭감되면서 시는 내년 1회 추가경정예산을 통해 재원을 다시 확보해야 하는 상황에 놓였다.
22일 고양시에 따르면, 2023년 국토교통부 공모에 선정된 이 사업은 국비 200억 원을 전액 확보했으나, 매칭 재원인 시비 200억 원 중 140억 원만 확보된 상태다.
시는 잔여 시비 60억 원을 2026년 본예산에 요구했지만, 시의회 심의 과정에서 절반인 30억 원이 삭감됐다.
이동환 시장이 추진하는 이 사업은 고양시 전역을 대상으로 교통·도시운영 분야 8개 스마트서비스를 구축하는 국가공모사업이다.
중앙투자심사와 사업변경 승인 등 행정절차 지연으로 일정이 다소 늦춰졌으나, 최근 모든 서비스의 업체 선정이 완료되며 내년 6월 준공을 목표로 본격 구축 단계에 진입했다.
시는 부족한 지방비로 인해 서비스 개발에 병목현상이 발생하지 않도록 2026년 1회 추경을 통한 재원 확보에 총력을 기울일 방침이다.
특히 예산 미확보 시 일부 사업비를 국비로 반납해야 할 수 있어, 시는 사업 추진 성과를 지속적으로 발굴해 시의회 설득에 나선다는 계획이다.
시 관계자는 "시민체감도가 높은 스마트서비스를 차질 없이 구현할 수 있도록 시의회의 협조가 절실하다"고 강조했다.
한편 이번 사업을 통해 경기북부 최초 자율주행버스 운행, 드론을 활용한 산불 감시 및 실종자 수색, AI 기반 스마트서비스 등이 구축될 예정이다.
