고양특례시가 화학사고 대응 역량을 한 단계 끌어올리며 시민 안전망을 강화하고 있다.
시는 지난 22일 시청 대회의실에서 화학안전관리위원회 정기회의를 개최하고, 올해 화학안전관리 추진 성과를 점검하는 한편 내년도 추진 방향을 논의했다고 23일 밝혔다.
고양시는 올해 화학사고 초기 대응 능력 강화를 목표로 체계적인 훈련 프로그램을 운영했다.

사전교육부터 도상훈련, 현장 합동훈련으로 이어지는 단계별 교육을 실시했으며, 유관기관이 함께 참여하는 합동훈련도 추진했다.
특히 메탄올 폭발에 이어 황산 누출과 황화수소 확산으로 연쇄 반응이 일어나는 복합 화학사고 시나리오를 설정한 합동훈련이 눈길을 끌었다.
이를 통해 민간-행정-군이 협력하는 대응체계를 실제 상황에 가깝게 점검할 수 있었다.
위원들은 이러한 단계별 훈련 체계가 현장 대응 능력 향상에 실질적인 효과를 거뒀다고 평가했다.
화학사고 발생 시 시민 대피를 위한 인프라도 확대됐다.
고양시는 올해 화학사고 대피장소 6곳을 신규 지정했으며, 관내 대피장소 20곳에 대한 정기 점검을 완료했다.
이날 회의에서는 2026년 화학안전관리 추진계획도 함께 다뤄졌다.
시는 중장기 화학안전 정책의 토대가 될 제2차 화학물질 안전관리 시행계획 수립을 추진할 예정이다.
