[브레이크뉴스=배종태 기자] "애매하면 남쪽으로?? 우리 군사지도와 유엔사 참조선 중 ‘남쪽에 있는 것’을 기준으로 삼으라니. 세상에 어떤 나라 군대가 “내 땅인지 네 땅인지 헷갈리면 그냥 적에게 줘버려라”라고 지침을 내리나?"
나경원 국민의힘 의원이 "합동참모본부가 군사분계선 판단 시 우리 군사지도 대신 북한에 유리한 남쪽 기준선을 따르라는 지침을 하달했다"며 강하게 비판했다
나 의원은 주권과 영토 수호라는 군의 기본 책무를 훼손하는 조치라고 주장하며 즉각적인 지침 폐기를 요구했다
나 의원은 최근 국방부 정책을 겨냥해 군사분계선 MDL이 불명확할 경우 우리 군사지도와 유엔사 참조선 중 남쪽에 있는 기준선을 적용하라는 합참 지침이 지난 9월 내려졌다는 의혹을 제기했다.
그는 "내 땅인지 네 땅인지 애매하면 적에게 유리한 쪽을 택하라는 것과 다름없다"라며 "어떤 나라 군대도 취할 수 없는 판단"이라고 비판했다
나 의원은 특히 해당 지침이 북한의 군사적 움직임이 거세지는 상황에서 나왔다는 점을 문제 삼았다. 북한이 적대적 두 국가를 언급하며 국경선 요새화와 지뢰 매설을 진행하는 가운데 우리 군이 스스로 기준선을 후퇴시켜 공간을 내주는 셈이라는 주장이다. 그는 "유사시 국토를 지키기 위해 희생한 장병과 호국영령들의 뜻에도 반한다"고 목소리를 높혔다
합참의 지침 변경의 시점과 이후 상황에 대한 지적도 이어졌다. 나 의원에 따르면 8월 북한의 MDL 침범 당시 우리 군이 경고사격을 실시하자 북한이 도발이라고 반발했고, 이후 9월 지침이 변경됐다. 그는 이를 두고 "북한의 반응에 대한 과도한 고려로 기준을 양보한 것"이라고 비판했다.
또한 지침 변경 전 1월부터 9월까지 북한의 월선이 3회였던 반면, 변경 이후 10월 3회 11월에는 10회로 늘었다며 북한이 우리 군의 대응 후퇴를 간파한 결과라고 주장했다
아울러 국방부가 경고사격 자제 지시를 내렸다는 의혹과 함께 최근 정부의 대북정책 전반을 문제 삼았다 나 의원은 "대북 사과와 제재 완화 논의 대북방송과 전단 금지 등 일련의 조치들이 굴종적으로 비친다"고 꼬집었다. 그러면서 "국회 동의나 국민적 합의 없이 영토 주권에 영향을 미칠 수 있는 결정을 내릴 권한은 없다"고 강력 비판했다
이에 대해 국방부와 합참은 관련 지침의 취지와 사실관계를 명확히 설명할 필요가 있다는 지적이 나온다. 군 내부 판단 기준이 작전 수행과 우발 충돌 방지를 위한 것인지, 실제로 경계 태세를 약화시키는 결과를 낳고 있는지에 대한 검증도 요구되고 있다. 정치권에서는 군사분계선 관리 원칙과 대북 대응 기조를 둘러싼 공방이 당분간 이어질 전망이다.

Na claimed that in September the Joint Chiefs of Staff issued an internal directive ordering frontline units to determine the Military Demarcation Line MDL based not on South Korea’s own military maps but on whichever reference line lies further south including United Nations Command reference lines when the boundary is ambiguous She argued that the instruction effectively means yielding territory to the enemy whenever ownership is unclear an approach she said no normal military would ever adopt
According to Na the guideline came at a particularly troubling time as North Korea has been reinforcing its border areas laying mines and fortifying positions while insisting on a hostile two state relationship She said that South Korea stepping back on its own initiative only creates more space for North Korean forces and betrays the sacrifices of service members who gave their lives to defend the nation
Na also questioned the timing of the policy change She noted that in August South Korean forces fired warning shots after North Korean troops crossed the MDL prompting Pyongyang to protest and label the response a provocation She claimed that the guideline was revised the following month in apparent response to North Korea’s complaints amounting to a unilateral concession of standards
Citing figures she said that before the change North Korean MDL violations occurred three times between January and September After the new guideline took effect there were three incidents in October alone and ten in November She argued this pattern shows that North Korea recognized a weakening of South Korea’s response posture and became more aggressive She further alleged that the Defense Ministry later instructed troops to refrain from warning shots as well
Expanding her criticism Na took aim at the government’s broader North Korea policy including discussions of apologies easing sanctions banning loudspeaker broadcasts and leaflet campaigns and other conciliatory measures She argued that decisions affecting territorial sovereignty cannot be made without public consent or parliamentary approval and accused the administration of pursuing a humiliating appeasement strategy
The Defense Ministry and the Joint Chiefs of Staff have yet to provide a detailed public explanation of the guideline The controversy is expected to fuel further political debate over MDL management principles and South Korea’s overall posture toward North Korea amid rising border tensions
