브레이크뉴스 문홍철 기자= 서울 강남구 삼성동 옛 한국전력 부지에서 추진 중인 현대차그룹 글로벌비즈니스콤플렉스(GBC) 사업이 2031년 준공을 목표로 다시 본격화된다. 장기간 표류해 온 대형 개발사업이 추가협상을 마무리하며 정상화 궤도에 오른 것이다.
서울시는 현대차그룹의 변경 제안으로 시작된 GBC 사업 추가협상을 지난해 12월 30일 완료했다고 6일 밝혔다. 이번 협상으로 사업 계획이 최종 확정되면서 착공을 위한 후속 절차도 속도를 낼 전망이다.
GBC 사업은 코엑스 맞은편 삼성동 옛 한전부지 7만9341㎡에 현대차그룹 신사옥을 비롯한 업무·호텔·문화시설을 조성하는 대규모 프로젝트다. 현대차그룹은 2014년 해당 부지를 매입한 뒤, 2016년 서울시와 사전협상을 통해 최고 105층 규모의 복합시설 건립을 추진해 왔다.
그러나 군 작전 제한과 대내외 여건 변화 등으로 계획 조정이 불가피해지면서 현대차그룹은 지난해 2월 변경계획안을 제출했고, 이후 도시·건축, 교통, 공공기여 등 분야별 논의를 거쳐 지난해 말 최종 협상이 타결됐다.
협상 결과, GBC에는 약 242m 높이의 49층 타워 3개동이 들어서며, 업무시설과 호텔, 판매시설을 비롯해 전시장과 공연장 등 다양한 문화시설이 조성된다. 영동대로변 전면부에는 시민들이 자유롭게 이용할 수 있는 복합문화공간이 배치된다.
특히 전시장과 공연장을 포함한 저층부 옥상에는 약 1만5000㎡ 규모의 대형 정원이 조성돼 도심 속 휴식 공간을 제공할 예정이다. 타워 최상층부에는 전망공간을 마련해 한강과 탄천, 강남 도심 등 서울 주요 경관을 한눈에 조망할 수 있도록 계획됐다.
GBC 중앙에는 영동대로와 지상광장을 연결하는 1만4000㎡ 규모의 대형 도심숲이 들어선다. 이는 민간개발 복합단지 내 녹지공간으로는 국내 최대 규모로, 서울광장보다 넓다. 영동대로 상부 지상광장과 연계하면 강남 도심권에 서울광장 2배 규모의 시민 녹지공간이 확보된다.
공공기여 규모도 대폭 확대됐다. 서울시와 현대차그룹은 당초 계획했던 특정지정용도 이행이 어려워짐에 따라 공공기여 총액을 약 1조9827억원으로 증액하는 데 합의했다. 이와 별도로 현대차그룹은 전시장과 공연장, 전망공간 등 공공시설을 대규모로 설치·운영하고, 일부 교통개선대책도 추가로 부담하기로 했다.

현재 GBC 공공기여금은 영동대로 지하공간 복합개발, 잠실주경기장 리모델링 등 국제교류복합지구 핵심 인프라 구축과 교통체증 해소를 위한 도로 사업, 한강·탄천 수변공간 조성 등에 활용되고 있다.
서울시는 이번 협상 결과를 반영해 공공기여 사업을 차질 없이 추진하고, 장기간 사업 지연으로 인한 지역 주민의 불편을 최소화하기 위해 현대차그룹과 잔여 절차를 신속히 진행할 방침이다.
GBC 사업이 정상화되면 약 5조2400억원에 달하는 공사비가 본격 투입돼 침체된 건설시장에 활력을 불어넣을 것으로 기대된다. 생산유발효과는 약 513조원, 고용 창출은 약 146만명, 소득 유발효과는 70조원 이상으로 추정돼 내수 진작과 산업 활성화에도 기여할 전망이다.
