파주시–한국수자원공사, 실무협의 돌입

지난해 11월 발생한 파주시 광역상수도 단수사고와 관련한 피해 보상 논의가 본격적으로 추진되고 있다.

파주시는 지난 12월 30일 윤후덕·박정 국회의원, 윤석대 한국수자원공사 사장, 시 관계자(환경국장 등)가 참석한 가운데 단수사고 보상 추진 상황을 점검하고 향후 대응 방향을 논의했다고 밝혔다. 

이번 논의는 서울 여의도 국회의원회관 박정 의원실에서 긴급 면담 형식으로 마련됐으며, 파주시와 지역 국회의원이 피해 시민들을 대신해 수자원공사에 조속한 보상책 마련을 촉구하기 위해 진행됐다.

면담에서 윤후덕·박정 의원은 “설 연휴 전까지는 피해 보상이 이뤄질 수 있도록 협의를 속도감 있게 진행해야 한다”고 강조했으며, 파주시는 신속한 실무협의회를 통해 피해 보상 범위와 절차를 구체화할 것을 요청했다.

이날 논의 직후인 31일, 파주시와 한국수자원공사 간 첫 실무협의회가 열려 피해 보상 추진 방향과 세부 방안에 대한 의견 교환이 이루어졌으며 파주시는 “시민 불편이 장기화되지 않도록 법률 검토와 별개로 접수 체계 마련 등 사전 준비를 병행하겠다”며 생수 구입비 우선 보상과 이후 영업손실 등 단계적 보상을 신속히 요구했다.

한국수자원공사는 이에 대해 “생수 구입비 등 긴급비용 보상은 법적 정합성 검토를 진행 중”이라며 “단수사고 피해 보상 전반에 대해 적극 협의하겠다며 다만 구체적인 지급 시점과 방식은 추가 논의가 필요하다”고 밝혔다.

한편, 양측은 오는 1월 7일 ‘광역상수도 단수사고 보상협의체’ 제2차 회의를 열고, 시민대표가 직접 참여하는 가운데 생수 구입비 우선 정산, 보상 범위, 대상 유형, 접수·심사 절차 등을 구체적으로 논의할 예정이다.
