세종특별자치시가 주민들이 직접 에너지를 생산하고 수익을 공유하는 ‘주민 주도 수익환원형 태양광 발전사업’의 본격적인 확산 모델 찾기에 나섰다.
세종시는 7일 김하균 행정부시장을 비롯해 관계부서 담당자, 읍·면장 등 20여 명이 경기도 여주시에 위치한 선진 사례지인 ‘구양리 햇빛소득마을’을 방문했다고 밝혔다.
이번 현장 방문은 주민 참여형 에너지 자립 모델의 성공 요인을 분석하고 세종시 적용 가능성을 검토하기 위해 마련됐다.
여주 구양리 햇빛소득마을은 주민들이 주도적으로 구성한 협동조합을 통해 마을 내 체육시설과 창고 등 유휴부지에 태양광 발전시설을 설치한 선진 모델로 지난 2024년 11월 1㎿ 규모의 시설 설치를 마친 구양리 햇빛두레발전협동조합은 현재 매달 약 1,000만 원의 순수익을 창출하고 있다.
이 수익금은 단순한 배당을 넘어 마을공용 행복버스 운영 ,마을회관 무료급식 지원 등 공동체 복지사업으로 환원되며 주민들의 삶의 질을 높이는 데 기여하고 있다.
이날 방문단은 구양리의 태양광 설치 현장을 직접 확인하고, 사업 추진 과정에서의 주민 참여 유도 방식과 수익 배분 구조, 그리고 사업 초기 발생할 수 있는 갈등 조정 사례 등을 상세히 공유받았다.
시는 이번 벤치마킹을 토대로 세종시 내 읍·면 지역의 특성을 반영한 유휴부지 발굴과 주민 중심의 협동조합 설립 지원 방안 등을 집중 논의할 계획이다.
정부는 올해부터 매년 500곳 이상의 햇빛소득마을을 조성해 오는 2030년까지 전국 2,500곳으로 확산한다는 방침으로, 세종시 역시 이러한 정부 기조에 발맞춰 주민 참여형 에너지 사업을 시의 핵심 탄소중립 과제로 추진할 예정이다.
