Furthermore, Section 6 of the public notice, "Exclusions," stipulates, "Corporate representatives and prospective facility directors (potentially nominated) are excluded from the application if they fall under any of the following disqualifications pursuant to Articles 19 and 35 of the Social Welfare Services Act and Article 39-17 of the Elderly Welfare Act." Welfare officials argue that this provision creates a structure where facility directors are not simply considered for future employment, but rather are identified in advance as 'potentially nominated' and subject to a review for disqualification."
The selection process for this selected corporation involved the following: application deadline of December 31st of last year, immediate post-qualification screening on January 5th, 2026, the following day, January 6th, 2026, the foundation's internal network posted a job posting for Kim *Sook, the facility director. Dongducheon City announced the results on January 7th, 2026.
A welfare official who requested anonymity stated, "There's no need to hire a facility director before selection. However, we have secured the necessary qualifications, including a letter of acceptance, proof of qualifications, and a certificate of experience. Therefore, these qualifications must be reflected in the selection process. The city must also screen the submitted facility director (or potential candidate) for criminal background checks and facility management capabilities. A fair review is fundamental. If a facility director isn't selected or documents aren't submitted, the applicant will be considered 'incomplete documents or ineligible,' resulting in disqualification."
A Dongducheon City official stated, "This senior club corporation selection is a contract with a corporation and is subject to the corporation, so it has nothing to do with whether or not a facility director is selected. A facility director can be selected after the selection process."
Meanwhile, three social welfare corporations applied for this senior club operating corporation selection, and the process was swift. The controversy surrounding the selection of a facility director (the candidate) affected the screening process, and concerns about document disqualification and fairness persisted until before the contract was signed.
