파주시가 제25보병사단과 군사시설 보호구역에 대한 행정위탁 합의각서를 체결하며 지역 개발 규제 완화에 한 걸음 더 다가섰다.
파주시는 지난 9일 제25보병사단과 축구장 215개 규모인 1.5㎢의 군사시설 보호구역 행정위탁에 관한 합의각서를 체결했다고 밝혔다.
이는 지난해 10월에 이은 두 번째 합의로, 이번 합의를 통해 파주시 내 전체 행정위탁 면적은 총 68.70㎢로 확대됐다.
행정위탁은 군사시설 보호구역 내 건축물 신·증축 등의 인허가 권한을 지방자치단체에 위임하는 제도다.
이번에 확정된 지역은 파주콘텐츠월드 일반산업단지 일대(1㎢/20m 위임), 법원읍 웅담리 333번지 일대(0.15㎢/7m 위임), 법원읍 웅담리 110번지 일대(0.35㎢/7m 위임) 등 3곳이다.
해당 지역에서는 지정된 높이 이하로 건축할 경우 군부대와의 별도 협의 없이 파주시 자체 허가만으로 건축이 가능해진다.
이를 통해 인허가 기간 단축과 토지개발 비용 절감 효과가 기대된다.
김경일 파주시장은 "전향적인 결정을 내려준 제25보병사단에 감사드린다"며 "앞으로도 제1군단 및 예하 사단들과 긴밀히 협의해 접경 지역의 오랜 규제를 해소하고 도시 발전을 앞당기겠다"고 밝혔다.
