국회 인공지능 포럼은 13일 국회의원회관에서 AI 반도체 전문가 초청 강연을 개최했다.
이번 행사는 이인선 의원(대표), 조승래 의원(연구책임)이 주도했으며, 여야 국회의원 20여 명과 산업계, 학계, 협회 관계자 등 150여 명이 참석해 성황을 이뤘다. 강연은 안기현 한국반도체산업협회 전무와 김용석 가천대학교 반도체대학 석좌교수가 맡았다.
안기현 전무는 ‘K-AI 반도체, 글로벌 시장으로 가야 한다’를 주제로, AI 반도체가 기술과 산업, 안보를 동시에 좌우하는 국가 전략 자산임을 강조했다. 그는 “메모리 중심의 산업 구조를 넘어 시스템 반도체, 설계, 소프트웨어, 서비스까지 아우르는 생태계로 전환해야 한다”며 “국가 차원의 테스트베드 구축과 실증 인프라 마련, 수출 중심 정책 전환이 시급하다”고 밝혔다.
김용석 석좌교수는 ‘K-온디바이스 AI 반도체 시대를 준비하라’는 주제로, AI 기술이 클라우드에서 스마트폰과 자동차, 로봇 등 디바이스 중심으로 이동하고 있다고 분석했다. 김 교수는 “온디바이스 AI 반도체는 저지연, 저전력, 보안 측면에서 경쟁력이 높아 국내 제조업과의 결합이 기대된다”며 “국산 반도체 실증 확대와 수요기업 연계, 적극적인 정책 인센티브가 필요하다”고 설명했다.
이날 행사에서 이인선 의원은 “AI 반도체는 대한민국 미래 성장의 핵심 인프라”라며 “국회가 기술 현장의 목소리를 반영해 제도와 예산을 꼼꼼히 지원하겠다”고 밝혔다. 조승래 의원도 “AI 반도체는 선택이 아니라 생존 전략과 연결된 과제”라며 “오늘 논의가 실제 입법과 예산 심의로 이어질 수 있도록 노력하겠다”고 말했다.
참석자들은 단기적으로 테스트베드와 실증 인프라 조성, 수요·공급 기업 연계 프로그램 마련의 필요성에 공감했다. 아울러 중장기적으로는 설계와 소프트웨어 분야 인력 양성, 국내 반도체 생태계 통합 지원, 글로벌 시장을 겨냥한 수출 전략 전환이 중요하다는 의견이 제시됐다.
국회 인공지능 포럼은 이번 강연을 바탕으로 AI 반도체 관련 정책 과제를 정리해 향후 입법과 예산 심의 과정에서 구체적인 지원 방안을 논의할 방침이다.

Executive Director Ahn Ki-hyun emphasized that AI semiconductors are a national strategic asset that simultaneously influences technology, industry, and national security. He stated, "We must transition beyond a memory-centric industrial structure to an ecosystem encompassing system semiconductors, design, software, and services." He added, "The establishment of national testbeds, the establishment of verification infrastructure, and a shift from export-oriented policies are urgently needed."
Professor Kim Yong-seok, under the theme "Preparing for the Era of K-On-Device AI Semiconductors," analyzed that AI technology is shifting from the cloud to devices such as smartphones, automobiles, and robots. Professor Kim explained, "On-device AI semiconductors are highly competitive in terms of low latency, low power, and security, and are expected to be integrated with domestic manufacturing." He added, "We need to expand domestic semiconductor verification, connect with demand companies, and provide proactive policy incentives."
At the event, Representative Lee In-sun stated, "AI semiconductors are a key infrastructure for Korea's future growth," and added, "The National Assembly will carefully support systems and budgets by reflecting the voices of the technology community." Representative Cho Seung-rae added, "AI semiconductors are not a choice, but a task linked to a survival strategy. I will strive to ensure that today's discussions lead to actual legislation and budget deliberations."
Participants agreed on the need for short-term development of test beds and demonstration infrastructure, as well as programs linking supply and demand companies. Furthermore, they emphasized the importance of fostering talent in design and software, supporting the integration of the domestic semiconductor ecosystem, and shifting export strategies to target global markets in the mid- to long-term.
Based on this presentation, the National Assembly Artificial Intelligence Forum plans to outline policy challenges related to AI semiconductors and discuss specific support measures during future legislative and budget deliberations.
