현재 홍천군의 65세 이상 노인 인구는 전체의 35.6%인 2만 3,500여 명에 달하며, 10개 읍면 중 9곳은 노인 비중이 50%에 육박하는 등 초고령 사회에 진입한 상태다. 이에 시는 어르신들이 살던 곳에서 건강한 노후를 보낼 수 있도록 지난 2024년 7월부터 본 사업을 도입해 운영 중이다.
