[브레이크뉴스=황민성 기자] 의령군은 공정하고 투명한 계약 행정을 실현하고 지역업체 간 형평성을 높이기 해 2026년부터 ‘수의계약 총량제’를 시행한다고 15일 밝혔다.
수의계약 총량제는 특정 업체에 수의계약이 과도하게 집중되는 것을 방지하기 위해 연간 수의계약 체결 금액과 건수를 체계적으로 관리·조정하는 제도다.
이를 통해 지역 내 다수 업체에 공정한 계약 참여 기회를 제공하고, 계약 행정 전반에 대한 신뢰도를 높이는 데 목적이 있다.
군은 이번 제도 도입을 통해 △수의계약의 공정성 강화 △특정 업체 쏠림 현상 예방 △지역업체의 균형 있는 참여 유도 △계약 행정의 투명성 제고 등의 효과를 기대하고 있다.
제도의 실효성을 높이기 위해 군은 지난달 18일부터 19일까지 이틀간 본청 주요 사업 부서와 16개 관서(보건소, 농업기술센터, 시설관리사업소, 13개 읍·면)별 담당자를 대상으로 간담회를 열어 현장의 의견을 수렴했으며, 이를 바탕으로 실효성 있는 운영 기준을 마련했다.
수의계약 총량제는 일반회계 중 1인 수의계약 대상인 도급액 2천200만 원 이하의 건설공사를 대상으로 적용된다.
관서별 연간 총량 기준은 본청은 업체당 2억 원, 보건소·농업기술센터·시설관리사업소는 각각 1억 원, 읍·면은 업체당 연간 4건 이내로 설정했다.
군 관계자는 “수의계약 총량제는 계약 과정의 투명성을 제도적으로 강화하고, 지역업체가 고르게 참여할 수 있는 기반을 마련하기 위한 것”이라며 “2026년부터 제도를 시행하고, 올 한 해 운영 결과를 분석해 2027년에는 보완·개선한 기준으로 정착시켜 나갈 계획”이라고 말했다.
