5~9세 아동 대상 한글·수학 맞춤형 무료 교육 실시
단순 학습 넘어 상담·가족 체험 병행… 교육 사각지대 해소 집중

충남 태안군이 다문화가정 자녀들의 안정적인 공교육 진입과 학습 격차 해소를 위해 ‘2026년 기초학습지원 사업’을 본격 가동한다고 20일 밝혔다.
태안군 가족센터를 통해 추진되는 이번 사업은 다문화 아동들이 언어 장벽을 극복하고 학교생활에 자신감을 가질 수 있도록 돕는 데 초점을 맞췄다.
이번 지원 사업은 관내 5~9세 다문화 아동을 대상으로 하며, 아이들의 인지 발달 단계에 맞춘 수준별 수업이 무료로 제공된다.
단계에 맞춘 수준별 수업은 미취학 아동(5~6세) 대상 주 2회(회당 30분) 기초 한글 읽기·쓰기와 수 개념 익히기 중심 교육과 초등 저학년(7~9세)을 대상으로 주 2회(회당 40분) 초등학교 교과 과정과 연계한 심화 학습 지원을 실시한다.
단순한 지식 전달을 넘어 정서적 안정과 가족 결속력을 다지는 프로그램도 병행된다. 연 2회 정기 상담과 수시 부모 상담을 통해 가정 내 학습 지도법을 공유하고, 요리 프로그램이나 현장 체험 활동 등 가족이 함께 참여할 수 있는 선택형 프로그램을 운영해 교육 효과를 높일 계획이다.
태안군은 교육 사각지대를 없애기 위해 선발 기준도 강화했다. 기초학력 진단평가 미달 아동을 최우선으로 하며, 기초생활수급자, 한부모·조손가정, 중도입국 자녀 등을 우선 선발 대상으로 지정해 행정력을 집중할 방침이다.
참여 희망 가정은 태안군 가족센터 홈페이지를 통해 온라인으로 직접 신청하거나, 재학 중인 어린이집, 유치원, 학교 등 유관기관의 추천을 받아 접수할 수 있다.
태안군의 기초학습지원 사업은 이미 현장에서 그 실효성을 입증받았다. 지난해 총 523회에 걸쳐 누적 1636명에게 서비스를 제공했으며, 참가자 만족도 조사에서 5점 만점에 4.9점을 기록하는 등 다문화가정으로부터 압도적인 지지를 얻었다.
태안군 관계자는 “기초학력은 아이들이 꿈을 펼치기 위한 가장 기본적인 토대”라며 “다문화 아동들이 학습 소외 없이 우리 사회의 핵심 인재로 당당히 성장할 수 있도록 내실 있는 지원을 아끼지 않겠다”고 밝혔다.

This support program targets multicultural children aged 5-9 in the county, offering free, level-based classes tailored to their cognitive development.
Level-based classes, tailored to each child's level, will focus on basic Korean reading and writing and number concepts twice a week (30 minutes each) for preschoolers (ages 5-6). In addition, lower elementary school students (ages 7-9) will receive in-depth learning support aligned with the elementary school curriculum twice a week (40 minutes each).
Programs will also be offered to strengthen emotional stability and family cohesion, going beyond simple knowledge transfer. Through biannual and ad-hoc parent consultations, teachers will share home-based learning strategies. Optional programs, such as cooking programs and field trips, will be offered to families to enhance educational effectiveness.
Taean County has also strengthened its selection criteria to eliminate educational blind spots. Priority will be given to children who fall below the basic academic ability assessment. Furthermore, priority will be given to recipients of basic livelihood security, single-parent and grandparent families, and children who immigrated to the country. This will allow for a focus on administrative efforts.
Families wishing to participate can apply online through the Taean County Family Center website or receive recommendations from relevant organizations, such as daycare centers, kindergartens, or schools where their children are enrolled.
Taean County's basic learning support program has already proven its effectiveness in the field. Last year, it provided services to a total of 1,636 children over 523 sessions and received overwhelming support from multicultural families, scoring a 4.9 out of 5 in a participant satisfaction survey.
