[브레이크뉴스=배종태 기자] 부산광역시의회가 26일(월)부터 2월 6일(금)까지 12일간 제333회 임시회를 열고, 부산시와 시교육청으로부터 2026년도 주요 업무계획을 보고받는다. 이번 회기에서는 조례안 35건, 동의안 13건 등 총 48건의 안건을 심의·의결할 예정이다.
26일 열린 제1차 본회의에서는 시의원 11명이 5분 자유발언을 통해 도시 운영, 시민 안전, 복지·교육, 문화·해양 분야의 주요 현안을 짚고 시정 개선을 촉구했다.
각 상임위원회는 1월 27일부터 2월 5일까지 조례안 및 업무보고를 심의하고, 마지막 날인 6일 제2차 본회의에서 안건을 최종 의결한다.
행정문화위원회 송현준 의원은 천성진성 보존구역의 장기 규제로 인한 주민 불편을 지적하며, 서울 종묘 일대의 규제 완화 사례를 언급했다. 그는 문화유산 보존과 지역 생활권의 조화를 위한 정책 전환과 합리적 완화 방안 마련을 촉구했다.
행정문화위원회 송상조 의원은 오랜 기간 활용되지 않은 시 소유 유휴부지의 현황을 점검하고, 매각 중심의 재정 논리에서 벗어나 생활체육·공원·문화시설 등 시민 중심의 활용 원칙을 세워야 한다고 강조했다. 또한, 주민이 직접 참여하는 활용 모델 제도화를 제안했다.
기획재경위원회 성창용 의원은 원도심의 지형적 특성으로 인해 마을버스 이용이 불가피한 어르신들이 더 많은 교통비를 부담하는 현실을 ‘교통복지의 역설’이라 지적하며, 보편적 교통복지 실현을 위한 바우처 제도 등 차등 지원책 마련을 제안했다.
교육위원회 강철호 의원은 맞벌이·한부모 가정 증가로 인한 돌봄 공백이 커지고 있다며, 급식을 단순한 결식 예방이 아닌 아동의 권리로 접근할 필요성을 제기했다. 그는 부산형 아동급식지원체계 구축으로 공공·민간 급식 지원의 연계성을 높여야 한다고 강조했다.
해양도시안전위원회 전원석 의원은 삼정더파크의 운영 부실과 멸종위기종 폐사 문제를 지적하며, 부산시의 미흡한 대응을 비판했다. 그는 재정비 용역 종료와 임시 개장 시점이 겹치는 2026년 10월의 일정 재검토와 함께, 시민에게 신뢰받는 투명한 정보 공개를 요구했다.
행정문화위원회 정채숙 의원은 현재 터미널 본연의 기능을 상실한 용호만 유람선 터미널의 실태를 언급하며, 시민과 관광객이 함께 이용할 수 있는 해양관광 거점으로서의 정체성 회복과 활성화 방안을 제시했다.
해양도시안전위원회 박종철 의원은 장안고 이전 확대 시 학생 주거 안정화를 위해 기숙사 건립을 병행해야 한다고 주장했다. 또한 방치된 소규모 단절토지에 대한 개발제한구역(GB) 해제 검토를 요청했다.
교육위원회 정태숙 의원은 황령산 편백숲 ‘김소월 길’이 생태문화관광 콘텐츠로 좋은 평가를 받고 있으나, 체류형 시설이 부족하다고 지적했다. 그는 시민과 관광객이 머물며 문학을 체험할 수 있는 K-문학 공간 조성을 제안했다.
기획재경위원회 강주택 의원은 윤산늘봄전용학교를 예로 들며, 학령인구 감소 시대에 맞춘 교육청 소유 유휴공간의 효율적 재구조화 필요성을 언급했다. 그는 미래형 교육자산으로의 공간 전환 전략 마련을 주문했다.
복지환경위원회 윤태한 의원은 삼락생태공원의 미진한 과제 해결을 통해 ‘부산낙동강국가정원’ 지정을 적기에 마무리해야 한다고 강조했다. 또한 침수 문제의 근원적 해결과 시민 모두가 즐길 수 있는 체육·편의시설 확충을 요구했다.
제333회 임시회를 마친 시의회는 3월 11일(수)부터 24일(화)까지 14일간 제334회 임시회를 이어갈 예정이다.

At the first plenary session held on January 26, eleven council members delivered five-minute speeches addressing urban management, citizen safety, welfare and education, as well as culture and marine affairs. Standing committees will review ordinance bills and receive detailed administrative reports from January 27 to February 5, before the second plenary session on February 6 finalizes the agenda deliberations.
Councilor Song Hyun-jun of the Administrative and Cultural Affairs Committee criticized prolonged restrictions caused by the preservation zoning around Cheonseongjin Fortress, emphasizing the need to balance cultural heritage conservation with residents' livelihoods. Citing the eased regulations in Seoul’s Jongmyo district, he called for a policy shift toward flexible preservation measures.
Councilor Song Sang-jo, also from the Administrative and Cultural Affairs Committee, urged for a shift from a sale-oriented fiscal policy to a public-centered approach in utilizing idle public properties owned by the city. He proposed repurposing such unused spaces for sports, cultural, or green areas, along with establishing institutional models that promote citizen participation.
From the Planning and Finance Committee, Councilor Sung Chang-yong pointed out the “paradox of transportation welfare,” noting that elderly residents in hillside districts shoulder higher transportation costs due to their dependency on village buses to reach the subway. He proposed transportation vouchers or other subsidies to ensure fair access to public transportation.
Councilor Kang Chul-ho of the Education Committee highlighted that the rise of dual-income and single-parent households has increased gaps in child care, elevating the school meal issue beyond preventing undernourishment. He stressed the need for a Busan-style child meal support system to guarantee children’s right to health and nutrition through integrated public and private cooperation.
Councilor Jeon Won-seok of the Maritime, Urban, and Safety Committee pointed to mismanagement and animal welfare concerns at Samjung The Park Zoo, urging the city to restore public confidence through transparent information disclosure. He questioned the feasibility of reopening schedules that overlap with ongoing restructuring efforts and called for a realistic roadmap.
Councilor Jung Chae-suk of the Administrative and Cultural Affairs Committee raised concerns over the deterioration of the Yongho Bay Cruise Terminal, saying its current state no longer fulfills its original purpose as a marine tourism hub. She proposed revitalization measures to restore the terminal's functionality and appeal.
Councilor Park Jong-cheol of the Maritime, Urban, and Safety Committee argued that dormitory construction should accompany any expansion of Jang-an High School to ensure student housing stability. He also requested lifting development restrictions on small, isolated land parcels under the Green Belt (GB) zone.
Councilor Jung Tae-sook of the Education Committee noted that while the “Kim So-wol Trail” in the cypress forest of Hwangnyeongsan has been well received as an eco-cultural tourism asset, it lacks facilities where visitors can stay and fully experience the literary environment. She proposed establishing new cultural spaces where visitors can immerse themselves in K-literature.
Councilor Kang Ju-taek from the Planning and Finance Committee used Yunsan Neulbom School as an example to call for reorganization of underused educational spaces amid a declining school-age population. He emphasized transforming such spaces into future-oriented educational assets.
Councilor Yoon Tae-han of the Welfare and Environment Committee called for the prompt designation of the Nakdong River Garden as Busan’s first national garden, along with fundamental solutions to frequent flooding issues in Samrak Ecological Park. He also emphasized expanding sports and leisure facilities to ensure inclusivity and accessibility for all citizens.
Upon concluding the 333rd session, the Busan Metropolitan Council will convene its 334th Extraordinary Session from March 11 (Wednesday) to March 24 (Tuesday) for a 14-day period.
