영천시의회, 새해 첫 임시회 개회

영천시의회(의장 김선태)는 26일 제1차 본회의를 시작으로 제250회 임시회를 개회하고, 다음 달 6일까지 12일간의 일정으로 본격적인 의정활동에 돌입했다. 이번 임시회는 2026년도 시정 주요 업무보고를 비롯해 제1회 추가경정예산안, 각종 조례안과 기타 안건을 다루는 중요한 회기다.

특히 이번 회기에서는 집행부가 제출한 2026년도 본예산과 관련한 재의요구안이 핵심 쟁점으로 떠올랐다. 지방자치법 제142조에 따라 제출된 재의요구안 12건(세입 1건, 세출 11건)에 대해 시의회는 본회의 심의 끝에 모두 부결 처리하며, 예산 운영에 대한 의회의 견제 기능을 분명히 했다.

김선태 의장은 개회사를 통해 “2026년도 주요 업무보고는 단순한 보고 절차가 아니라 시정 운영의 방향과 비전을 점검하는 중요한 과정”이라며 “현장 중심의 의정을 통해 시민이 체감할 수 있는 변화를 만들어가겠다”고 강조했다. 이어 “집행부와의 책임 있는 소통을 바탕으로 시민 행복을 최우선 가치로 삼는 의회를 운영하겠다”고 덧붙였다.

향후 일정에 따라 시의회는 27일부터 각 상임위원회별로 주요 업무보고 청취와 함께 조례안 및 기타 안건에 대한 심도 있는 심사에 나선다. 오는 2월 4일에는 제2차 본회의를 열어 조례안 등을 처리하고, 추가경정예산안 심사를 위한 예산결산특별위원회를 구성할 예정이다. 이어 2월 6일 제3차 본회의에서 2026년도 제1회 추가경정예산안을 확정하며 이번 임시회를 마무리하게 된다.
