27일 포천시에 따르면, 시는 지난 26일 시청에서 NH농협 포천시지부 및 관내 9개 지역 농·축·인삼협과 ‘포천시 다자녀가정 포천 쌀 지원사업 확대’를 위한 업무협약을 체결했다.

이번 협약은 지난해 사회공헌 사업의 일환으로 4자녀 이상 가정에 한해 시범적으로 운영되던 쌀 지원 사업을, 올해부터는 시 예산을 투입해 제도적으로 안착시키고 수혜 대상을 획기적으로 늘리기 위해 마련됐다.
협약에 따라 올해부터 포천시에 주민등록을 둔 막내 자녀 18세 이하의 ‘2자녀 이상 가정’은 누구나 지원받을 수 있게 됐다. 특히 학업 등을 이유로 기숙사에 거주하거나 타지역에 주소를 둔 자녀도 지원 대상 가구원 수에 포함해 실질적인 혜택을 보장한다. 시는 이번 확대로 관내 약 5,000여 세대가 혜택을 볼 것으로 추산하고 있다.

지원 물량은 자녀 수에 따라 차등 지급된다. 분기별로 ▲2자녀 가정 14kg ▲3자녀 가정 20kg ▲4자녀 가정 40kg ▲5자녀 가정 60kg ▲6자녀 이상 가정은 80kg의 포천 쌀이 택배로 배송된다. 6자녀 가정의 경우 연간 320kg의 쌀을 지원받게 되는 셈이다.
백영현 포천시장은 협약식에서 “이번 사업은 양육 가정의 경제적 부담을 덜어주는 동시에, 쌀 소비 감소로 어려움을 겪는 지역 농가에 안정적인 판로를 제공하는 상생 모델”이라며 “앞으로도 시민이 체감할 수 있는 실효성 있는 인구 정책을 발굴해 나가겠다”고 강조했다.
농협 관계자 역시 “아이들이 먹는 쌀인 만큼 최고 품질의 포천 쌀이 각 가정에 안전하게 공급될 수 있도록 품질 관리에 만전을 기하겠다”고 화답했다.
한편, 확대된 쌀 지원 신청은 오는 2월 2일부터 거주지 읍·면·동 행정복지센터에서 가능하며, 자격 검증을 거쳐 매 분기 말(3·6·9·12월) 순차적으로 배송될 예정이다.
