【브레이크뉴스 대구】이성현 기자=대구RISE센터(대구테크노파크 원장 김한식, 이하 대구TP)와 강원RISE센터, 경북RISE센터는 1월 27일 ‘초광역 지역혁신중심 대학지원체계(RISE) 협력 기반 구축’을 위한 업무협약(MOU)을 체결했다.

이번 협약은 정부의 5극 3특 성장엔진 전략과 연계해 새로운 초광역 성장동력을 마련하고, 시·도 간 강점 분야의 결합과 약점 분야의 상호 보완을 통해 지역 간 시너지를 창출하기 위해 추진됐다.
주요 협약 내용은 △초광역 RISE 연계 과제 발굴을 위한 협력체계 구축 △초광역 RISE 추진을 위한 공동 정책 발굴 및 사업 구상 협력 △초광역 RISE 성과 창출을 위한 유기적 협력체계 구축 등이다.
협약에 따라 세 기관은 5극 3특 행정체계 개편과 연계한 초광역 거버넌스 구축과 협업을 강화하고, 초광역 사업 확대를 통해 권역별 성장엔진을 육성할 계획이다. 특히 기업과 연구기관 등이 참여하는 창업 및 기술사업화 등 다양한 초광역 협력 과제를 발굴·추진해 지역 혁신 역량을 높인다는 방침이다.
김한식 대구TP 원장은 “이번 협약을 통해 5극 3특 국가균형성장 전략에 발맞춰 초광역권 단위의 전략산업을 선정·육성하고자 한다”며 “초광역 혁신생태계 구축을 통해 지역과 대학이 동반 성장하는 다원적 고등교육 생태계 조성에 힘쓰겠다”고 말했다.
한편 대구RISE센터는 앞서 경북RISE센터와 강원RISE센터와 각각 양자 간 업무협약을 체결하며 초광역 RISE 연계 협력체계 구축을 지속적으로 추진해 왔다.

The key contents of the agreement include: 1) establishing a cooperative system to identify metropolitan RISE-related projects; 2) developing joint policies and project planning to promote metropolitan RISE; and 3) establishing an organic cooperative system to generate metropolitan RISE outcomes.
Under the agreement, the three organizations plan to strengthen collaboration and establish a super-regional governance structure linked to the reorganization of the 5-pole, 3-special administrative system, and to foster regional growth engines by expanding super-regional projects. Specifically, they plan to enhance regional innovation capacity by identifying and promoting various super-regional collaborative projects, including startups and technology commercialization, involving companies and research institutes.
Daegu TP Director Kim Han-sik stated, "Through this agreement, we aim to select and foster strategic industries at the super-regional level in line with the 5-pole, 3-special national balanced growth strategy." He added, "By establishing a super-regional innovation ecosystem, we will strive to foster a pluralistic higher education ecosystem where regions and universities thrive together."
Meanwhile, the Daegu RISE Center has previously signed bilateral business agreements with the Gyeongbuk RISE Center and the Gangwon RISE Center, continuing its efforts to establish a super-regional RISE-linked cooperative system.
