세종특별자치시와 행정중심복합도시건설청(이하 행복청)이 대통령 제2집무실과 국회세종의사당이 들어설 ‘국가상징구역’을 대한민국을 대표하는 랜드마크로 조성하기 위해 본격적인 협력에 나섰다.
양 기관은 27일 세종시청 여민실에서 최민호 세종시장과 최형욱 행복청 차장 등 관계자 80여 명이 참석한 가운데 ‘국가상징구역 마스터플랜 국제공모 당선작 설명회’를 공동 개최했다.
이날 설명회에서는 마스터플랜 설계 공모 당선사인 에이앤유디자인그룹건축사사무소가 직접 나서 핵심 설계안을 발표했다.
지난해 12월 최종 선정된 당선작 ‘모두가 만드는 미래’는 국가중추시설(집무실·의사당)과 시민 개방 공간이 단절되지 않고 자연스럽게 이어지는 유기적 공간 연계 구성, 주변 자연경관을 우리 고유의 풍경인 ‘산수(山水)’로 해석하여 대한민국을 상징하는 국가적 풍경으로 구현한 한국적 풍경의 재해석, 국가균형발전의 의지를 담아내면서도 누구나 접근 가능한 공공성과 개방성을 극대화 한 행정수도 상징성 등 같은 비전을 제시했다.
이번 설명회는 국가상징구역 조성이 어느 한 기관의 사업이 아닌, 세종시와 행복청이 함께 추진해야 할 ‘공동 과제’임을 재확인하는 자리가 됐다.
앞으로 두 기관은 마스터플랜을 바탕으로 도시계획, 교통망 구축, 경관 및 환경 조성 등 실무 전반에서 강력한 협업 체계를 가동할 계획이다.
최민호 세종시장은 “국가상징구역은 행정수도 완성을 향한 실질적인 출발점”이라며 “행복청과 긴밀히 소통해 대한민국 행정수도의 위상에 걸맞은 공간을 차질 없이 구현하겠다”고 의지를 밝혔다.
최형욱 행복청 차장 역시 “이번 설명회가 두 기관이 성공적 조성이라는 공동 목표를 확인하고 협력의 기반을 다지는 계기가 되길 바란다”고 화답했다.

This briefing session reaffirmed that the creation of a national symbolic district is not the project of a single agency, but a joint task to be pursued by Sejong City and the Happiness Agency.
Going forward, the two agencies plan to establish a robust collaborative system based on the master plan, encompassing all areas of practical work, including urban planning, transportation network construction, and landscape and environmental development.
Sejong Mayor Choi Min-ho stated, "The National Symbol District is a practical starting point toward the completion of the administrative capital," and expressed his commitment, saying, "We will work closely with the Ministry of Happiness and Welfare to seamlessly realize a space befitting the status of the administrative capital of the Republic of Korea."
Choi Hyung-wook, Deputy Director of the Ministry of Happiness and Welfare, responded, "I hope this briefing session will serve as an opportunity for both organizations to confirm their shared goal of successful development and lay the foundation for cooperation."
