【브레이크뉴스】박영재 기자=중앙선거관리위원회는 27일 전국동시지방선거를 앞두고 선거에 영향을 미칠 수 있는 정당·후보자 명의 현수막 게시가 내달 3일부터 전면 금지된다고 밝혔다. 금지 기간은 지방선거일인 6월 3일까지다.
선관위에 따르면 이 기간 정당이나 후보자를 지지·추천하거나 반대하는 내용이 담긴 각종 광고물은 배부·게시·상영할 수 없다. 정당명이나 후보자 성명이 표시된 광고, 벽보, 사진, 녹음·녹화물 역시 모두 제한 대상이다.
후보자와 관련된 표찰을 착용하거나 나눠주는 행위도 금지되며, 후보자를 상징하는 인형이나 마스코트 등 상징물을 제작하거나 판매하는 행위도 허용되지 않는다.
이는 공직선거법에 따른 조치로, 선거일 120일 전부터 선거일까지 후보자 간 선거운동 기회의 형평성을 보장하고 선거의 공정성을 해칠 우려가 있는 행위를 제한하기 위한 것이다.
이에 따라 지방선거 입후보 예정자의 이름이나 사진이 포함된 거리 현수막 등 각종 시설물은 다음 달 2일까지 자진 철거해야 한다.
다만 정당 차원의 정책 홍보나 정치적 현안에 대한 입장을 밝히는 현수막은 5월 20일까지 게시할 수 있다. 공식 선거운동 기간이 시작되는 5월 21일부터는 후보자의 선거 현수막 게시가 가능하다.
한편 선거일 90일 전인 3월 5일부터는 가상의 딥페이크 영상을 선거운동에 활용하는 행위도 금지된다. 다만 3월 4일까지는 인공지능(AI) 기술로 제작된 영상임을 명확히 표시할 경우에 한해 선거운동에 사용할 수 있다.
선관위는 허위 사실이 포함된 딥페이크 영상을 공표할 경우 허위사실공표죄가 적용될 수 있다고 경고했다.
중앙선관위는 또 중앙행정기관과 지방자치단체, 교육청, 공공기관 등을 대상으로 ‘공무원의 선거 관여 행위 금지 안내 책자’를 배부하고, 공무원의 선거 개입 행위를 중점 단속할 방침이다.
선관위는 사전 안내에도 불구하고 위법 행위가 발생할 경우 디지털 포렌식 등 과학적 조사 기법을 활용해 엄정하게 조치하겠다고 밝혔다.
