그동안 군은 산업 기반 구축과 문화·체육 인프라 확충, 통합돌봄서비스 확대 등 군 전반의 성장 전략을 꾸준히 추진해 왔다.
다만 보강천 인근 송산리 일대를 중심으로 새로운 주거·생활권이 형성되면서, 기존 구시가지와 전통시장의 기능 약화를 우려하는 목소리도 제기됐다.
군은 이러한 변화에 대응해 기존 생활권과 전통시장을 중심으로 공간 기능을 재정비하고, 사람이 머무르고 오가는 생활 거점으로 회복시킨다는 구상이다.
우선 증평읍 교동리·중동리 생활중심지에서는 농림축산식품부 공모사업인 농촌중심지 활성화사업으로 총 182억 원을 투입해 복합문화복지시설인 ‘청온(靑-ON) 허브센터’와 ‘온(溫) 쉼터’를 조성한다.
활용도가 낮았던 교동리 일원 건물을 주민공동체 플랫폼으로 정비하고, 중동리 시가지 내 방치 건물과 부지를 매입해 장뜰시장과 연계한 돌봄·휴게 공간으로 재구성해 중심지 체류 여건을 높일 계획이다.

이와 함께 남차리·연탄리 일원에서는 축사 철거를 통해 정주환경을 개선하고 주민 편의시설을 조성하는 농촌공간정비사업이 추진되고 있으며, 도안면 화성리에서는 장기 방치 건축물인 윤모아파트 철거 이후 농촌 커뮤니티 시설 조성과 기초생활거점 조성사업이 병행되고 있다.
군 관계자는 “농촌공간 혁신은 새로 짓는 개발이 아니라, 방치되거나 기능을 잃은 공간을 주민 생활에 필요한 공간으로 다시 쓰는 데 초점을 두고 있다”며 “전통시장과 생활중심지가 함께 기능을 회복할 수 있도록 단계적으로 공간을 정비해 나갈 계획”이라고 말했다.
