이번 방문은 공공산후조리원과 경북형 신생아집중치료센터를 차례로 둘러보며 의료진과 관계자들의 의견을 직접 듣고, 정책 효과와 개선 과제를 점검하기 위해 마련됐다.
김천시에 위치한 공공산후조리원은 2022년 10월 개원한 시설로, 경상북도와 김천시가 총 75억 원의 사업비를 투입해 김천의료원 인근 연면적 1,432㎡ 규모로 조성됐다. 모자동실 12실을 갖춘 지상 2층 규모의 이 시설은 민간 산후조리원 대비 절반 수준인 168만 원의 이용료로 양질의 산후조리 서비스를 제공해 출산 가정의 경제적 부담을 크게 줄이고 있다.
높은 이용 수요에 따라 도와 김천시는 모자동실 14실을 추가로 확충해 오는 2027년 증축 개원을 추진할 계획이다.
이 도지사는 이어 구미차병원에 설치된 경북형 신생아집중치료센터를 방문했다. 해당 센터는 경상북도와 구미시가 차의과대학교 부속 구미차병원과 협약을 통해 2024년 3월 개소한 시설로, 도내에서 유일하게 365일 24시간 응급 분만과 신생아 집중 치료가 가능한 의료기관이다.
센터 개소 이전에는 고위험 신생아들이 대구나 대전 등 타 지역으로 이동해 치료를 받아야 했으나, 개소 이후 현재까지 412명의 신생아가 집중 치료를 받았고, 응급 분만 182건을 포함해 총 821건의 분만이 이뤄지는 등 지역 필수 의료 공백 해소에 기여하고 있다.
이러한 성과를 바탕으로 경북형 신생아집중치료센터는 지난해 지방자치 30주년 기념행사에서 저출생 위기와 필수 의료 문제에 선제적으로 대응한 지방 의료 모델로 선정되기도 했다. 앞서 주형환 전 저출산고령사회위원회 부위원장도 센터를 방문해 지역 필수 의료 구축의 중요성을 강조한 바 있다.
이철우 도지사는 “김천 지역 임산부들이 그동안 산후조리원 부족으로 겪던 불편이 공공산후조리원 개원으로 크게 해소됐다”며 “울진·상주·김천에 이어 예천·안동·의성 공공산후조리원도 차질 없이 확대해 아이를 낳고 키우기 수월한 환경을 만들어 가겠다”고 밝혔다.
또한 “경북 유일의 신생아집중치료센터는 고위험 신생아와 이른둥이 치료를 책임지는 핵심 의료시설”이라며 “앞으로도 임신·출산 환경 조성에 박차를 가해 출산 가정의 부담을 줄이고 건강한 양육 환경을 조성하는 데 최선을 다하겠다”고 강조했다.

Due to high demand, the provincial government and Gimcheon City plan to expand the facility by 14 more mother-child rooming units, with the expansion slated for opening in 2027.
Governor Lee then visited the Gyeongbuk Neonatal Intensive Care Center at Gumi Cha Hospital. This facility opened in March 2024 through an agreement between Gyeongsangbuk-do Province and Gumi City and Gumi Cha Hospital, affiliated with CHA University. It is the only medical facility in the province capable of providing 24/7 emergency deliveries and neonatal intensive care.
Before the center opened, high-risk newborns had to be transported to other regions, such as Daegu or Daejeon, for treatment. He added, "Following Uljin, Sangju, and Gimcheon, we will continue to expand the public postpartum care centers in Yecheon, Andong, and Uiseong to create a more comfortable environment for giving birth and raising children."
He also emphasized, “Gyeongbuk’s only neonatal intensive care center is a key medical facility responsible for treating high-risk newborns and premature babies,” and “We will continue to spur efforts to create a conducive environment for pregnancy and childbirth, reduce the burden on families giving birth, and do our best to create a healthy child-rearing environment.”
