국내 거주 80만 중국동포 사회를 대변할 첫 통합 협의체가 공식 출범했다.
그동안 지역과 단체별로 파편화되어 있던 목소리를 하나로 모으는 단일 창구가 마련됨에 따라, 향후 동포 정책 수립과 사회통합 논의가 새로운 국면을 맞이할 것으로 보인다.
'중국동포단체협의회(이하 협의회)'는 지난 29일 오후 서울 여의도 국회의원회관 제2소회의실에서 공식 출범식을 개최했다.

이날 행사에는 재외동포청, 국회 관계자, 유관기관 및 동포 단체 인사 150여 명이 참석해 협의체의 첫걸음을 축하했다.
이번 협의체 출범은 그동안 서울 구로·영등포 등 밀집 지역을 중심으로 개별 활동해온 동포 사회가 '통합된 거버넌스'를 구축했다는 점에서 큰 의미를 갖는다. 협의회에는 ▲중국동포한마음연합총회 ▲중국동포연합중앙회 ▲재한동포총연합회 ▲전국동포총연합회 ▲온정나눔협회 ▲CK여성위원회 ▲건대양꼬치거리상인회 등 7개 핵심 단체가 뜻을 모았다.
또한 삼강국제포럼, 다가치포럼, 동포세계신문, 중국동포사회문제연구소, 한중데일리, 한중포커스신문 등 협력단체와 재외동포청, 서울외국인주민지원센터 등 유관기관도 협력 파트너로 함께하며 협의체 운영의 폭을 넓혔다.

초대 의장으로 추대된 김세광 중국동포한마음연합총회장은 "협의회는 재한 중국동포 사회의 소통과 단합을 이끄는 실질적 파트너가 될 것"이라며, "의장직 1년 순환제를 통해 대표성과 균형을 유지하며 동포 권익 보호와 인식 개선에 앞장서겠다"고 포부를 밝혔다.
정부와 정치권 역시 협의체 출범을 반기며 적극적인 협력을 약속했다.
김경협 재외동포청장은 축사에서 “중국동포는 더 이상 이방인이 아니라 한국사회와 함께 살아가는 동반자”라며 “협의회가 목소리를 하나로 모아 지역사회와 상생의 길을 열어주길 바란다”고 말했다.
김 청장은 또 “동포청도 협의회의 안정적 운영을 지원하고, 정책 과정에서 동포 사회의 의견이 실질적으로 반영될 수 있도록 긴밀히 협력하겠다”고 강조했다.
정치권에서도 협의체 출범을 계기로 동포 정책의 실효성을 높여야 한다는 목소리가 이어졌다.
이용선 더불어민주당 의원은 “동포청과 법무부 관련 부서가 역할을 조정해 동포들이 체감할 수 있는 지원이 이뤄져야 한다”며 국회의 뒷받침을 약속했다.
차규근 조국혁신당 의원 역시 “중국동포가 지역사회에서 모범적 구성원으로 자리 잡아왔음에도 편견과 오해가 여전히 존재한다”며 “협의회가 사회적 이해를 확산하는 데 중요한 역할을 해주길 바란다”고 말했다.

협의회는 향후 단순한 친목 도모를 넘어, 정부와 국회, 지자체를 상대로 한 체계적인 정책 제안 활동에 나설 계획이다.
출범식 직후 이어진 재외동포청과 법무부의 정책 설명회에서는 체류 안정 및 정착 지원에 대한 심도 있는 논의가 진행되기도 했다.
향후 협의회는 삼강국제포럼, 동포세계신문 등 협력 단체 및 언론사들과 함께 동포 사회의 요구사항을 수렴하고, 한국 사회 내 긍정적 이미지 제고를 위한 공동 대응에 주력할 방침이다.
80만 명에 달하는 거대 커뮤니티가 단일 협의체를 통해 어떤 정책적 성과와 사회적 신뢰를 쌓아갈지 귀추가 주목된다.
