[브레이크뉴스=황민성 기자] 사천시 관내 대곡지구 민간임대주택 ‘사천 이안 스카이포레’가 관련 법령에 따른 공급신고를 하지 않은 상태에서 임차인 모집을 진행하고 있어 사천시가 주의를 당부했다.
3일 시에 따르면 시행사 인앤월드는 지난해 11월 14일부터 사천시 대곡지구에 조성 중인 총 1100세대의 민간임대주택 중 우선 535세대의 임차인 모집을 진행하고 있다.
그러나 민간임대주택에 관한 특별법에 따른 임차인 모집을 위한 공급신고가 현재까지 이루어지지 않은 것으로 확인됐다.
특히, 시행사는 임차인 모집 과정에서 주택도시보증공사(HUG)의 임대보증금 보증서를 100% 발급하는 것처럼 허위·과장 광고를 하고 있는 것으로 확인돼 관련 법령 위반에 대해 과태료 부과 등 행정조치를 진행 중이다.
또한 시는 표시·광고의 공정화에 관한 법률 위반 여부에 대해 공정거래위원회에 조사 및 조치를 요청했다.
민간임대주택에 관한 특별법 제42조 제4항에 따르면, 30호 이상의 민간임대주택을 최초로 공급하는 경우에는 임차인 모집계획안, 임대보증금 보증계약의 보증서 등을 첨부해 임차인 모집 개시일 10일 전까지 공급신고를 해야 한다.
하지만, 해당 사업은 현재까지 공급신고가 이행되지 않았고, 임대보증금 보증계약에 대한 보증서 또한 제출되지 않아 임대보증금에 대한 안전장치가 확보되지 않은 상태다.
이로 인해 발생하는 피해는 고스란히 임차인에게 귀속될 수 있어 각별한 주의가 필요하다.
한편, 지난 2일 기준 사천시 관내 민간임대주택 사업 중 임차인 모집 신고가 정상적으로 완료된 사업은 없는 것으로 확인됐다.
사천시 관계자는 “임차인 모집 계약 체결 전 해당 사업의 공급신고 여부와 임대보증금 보증서 제출 여부를 반드시 확인하고, 관련 법령을 충분히 검토한 후 신중하게 계약을 체결해 주시기 바란다”고 당부했다.
