영덕군은 화재 이후인 2021년 12월 영덕시장 현대화사업 추진위원회를 구성하고, 국토교통부 도시재생 인정사업 공모에 선정돼 84억 원의 사업비를 확보하며 재건축의 발판을 마련했다. 이어 2022년 3월 경상북도 전통시장 시설현대화사업을 통해 133억 원을, 같은 해 6월에는 중소벤처기업부 전통시장 주차환경개선사업 공모에 선정돼 83억 원을 추가로 확보했다.
영덕군은 이처럼 각종 공모사업과 재정 지원을 통해 총 305억 원의 사업비를 확보하고 본격적인 재건축에 착수해, 4년 5개월 만에 현대식 시설과 대규모 주차장을 갖춘 전통시장 재개장을 이뤄냈다.
새롭게 문을 여는 영덕전통시장은 본동 1층에 마트형 점포 51개와 고객 쉼터, 포토존 등을 조성했으며, 2층에는 어린이를 위한 ‘장보기 체험 키즈존’을 비롯해 푸드코트, 다목적실, 광장 등 다양한 문화·편의시설을 갖춘 복합공간으로 꾸며졌다. 이에 따라 젊은 층과 가족 단위 방문객의 유입이 크게 늘어날 것으로 기대되고 있다.
주차동은 지상 2층 3단 구조의 타워형으로 총 220면 규모로 조성됐으며, 인근 강변 주차 공간까지 활용할 수 있어 그동안 시장의 고질적 문제였던 주차난과 불법 주차 문제도 대폭 해소됐다.
영덕군은 이번 재개장이 단순한 시설 복구를 넘어 지역 관광과 소비의 중심지로서 전통시장의 역할을 강화하고, 서민경제와 지역 활성화에 활력을 불어넣는 계기가 될 것으로 보고 있다. 특히 보다 안전하고 쾌적한 환경을 갖춘 경쟁력 있는 시장으로 탈바꿈할 것으로 기대하고 있다.
영덕군은 개장일인 9일 오전 10시 30분 영덕전통시장 2층 광장에서 이철우 경북도지사와 김광열 영덕군수, 지역 국회의원, 도·군의원, 상인회 및 주민 등 500여 명이 참석한 가운데 개장식을 개최한다.
개장식은 방송인 최기정·김애경 씨의 사회로 삐에로 공연과 가수 로맨, 탐라연화의 축하공연, 무지개상사의 어울림 한마당 퍼포먼스 등이 펼쳐질 예정이다. 또한 이웃사촌마을 지원사업에 참여 중인 영해 지역 청년창업팀들이 부스를 운영해 다양한 먹거리와 볼거리를 제공한다.
영덕군은 개장 당일 많은 인파가 몰릴 것으로 예상하고 안전요원 배치와 동선 관리 등 철저한 안전관리 대책을 마련해 행사 운영에 만전을 기할 방침이다.
박일환 영덕시장현대화추진단장은 “화재의 아픔을 딛고 다시 일어선 영덕전통시장이 새로운 도약을 시작하는 상징적인 해”라며 “상인회와의 긴밀한 협력을 바탕으로 영덕전통시장이 동해안을 대표하는 전통시장으로 자리매김해 지역경제 활성화의 핵심 거점이 되도록 최선을 다하겠다”고 말했다.
