[브레이크뉴스=이성용 기자] 김해시의 2026년 주요업무계획을 따라가며 56만명 시민이 살아가는 김해에서 펼쳐질 변화를 미리 짐작해본다.
올해 김해시의 시정운영 목표는 ‘56만 개의 꿈과 행복, 보편적 가치의 완성’이다.
이를 위한 중점과제는 미래첨단산업 클러스터 구축, 국가 스마트물류플랫폼 조성, 김해시립김영원미술관 개관, 모두의 안전과 복지 구현, 탈탄소 녹색전환, 시민주권 실천적 통로기능 강화 6가지이다.
올해 김해시정은 크게 6대 분야로 나눠 추진된다.

◆ 산업·민생 균형경제
시는 클러스터 구축과 산업간 융합으로 미래첨단산업의 역량과 기술경쟁력을 높이고 지역기업 육성, 소상공인 경쟁력 강화로 지역경제에 활력을 불어넣는다.
미래첨단산업 클러스터는 명동일반산단에 미래자동차, 테크노밸리일산단에 물류·로봇·반도체, 서김해일반산단에 의생명·의료기기, 신천일반산단에 액화수소 클러스터가 조성되고 있다.
각 클러스터별 인프라 구축과 각종 지원사업이 활발히 진행 중이며 빠르면 올해, 늦는 곳은 2029년까지 인프라 구축이 단계적으로 이어진다.
또 입지 선정부터 기업 정착, 재투자까지 전 단계 체계적 투자 설계를 지원하는 전략적 동행 프레임워크와 시장 개척부터 사후관리까지 전 주기 수출 지원으로 산업 생태계를 강화한다.
민생경제 회복과 소상공인 경쟁력 강화를 위해 김해사랑상품권을 역대 최대 규모인 1,500억원, 10% 할인율로 발행하고 650억원 규모 소상공인 육성자금을 업소당 최대 5,000만원까지 지원한다.

◆ 도시공간 재구조화
시는 도시공간을 채우고, 넓히고 연결하기 위해 먼저 북극항로 개척 국가 스마트 물류 플랫폼 유치를 추진한다.
새 정부 북극항로 진출 거점 육성과 연계해 양대 특별법 제정 상황을 주시하는 가운데 국책사업에 김해시 구상안 반영을 적극 추진한다.
또 경전철 역세권개발 종합계획을 수립하고 가야랜드 부지 활용 생태휴식공원 조성, 김해관광유통단지 조속 완료 추진, 노후계획도시정비 기본계획의 역세권개발종합계획 연계 수립, 2035년 김해도시기본계획 재수립, 도시주거환경정비 기본계획 수립, 영남권 최대 김해 1호 반려동물 테마공원 개장(3월 목표)을 차례로 완성해간다.
광역교통망 개선을 위해 초정~화명광역도로 건설을 연내 마무리하고 김해형 대중교통 무효화 정책인 김해패스 1단계(청소년)를 3월부터 시작한다. 2단계는 일반·청년, 3단계는 경전철, 4단계는 김해경유 광역버스이다.

◆ 소프트파워 경쟁력
시는 김해문화 영향권 확장을 위해 김해시립김영원미술관을 오는 4월 개관 예정이며 오는 2028년을 목표로 경남 글로벌 융복합 콘텐츠 산업타운을 조성한다.
신문동 일원에 380억원을 들여 지하 1층, 지상 3층 규모로 건립하며 콘텐츠 산업 인프라 결집으로 융복합 비즈니스 창출 공간을 만든다.
법정문화도시를 계승한 글로컬문화도시 김해 조성사업으로 문화도시 시즌2를 개막하고 2027년 TPO(글로벌도시관광진흥기구) 총회 유치를 계기로 마이스(회의 중심) 관광 기반을 확대한다.

또 오는 4월과 6월 각각 경남서 열리는 2026 전국생활체육대축전과 제5회 전국어울림생활체육대축전 주 개최지로서 스포츠 중심도시 도약을 이어간다.
스포츠 인프라 확충도 이어진다. 원도심, 내외동, 진영읍 생활밀착형 체육관을 연내 조성하고 반다비, 모산유아친화 체육센터, 율하체육공원, 김해중부스포츠파크 조성을 이어간다.
시민참여형 지식문화도시 실현을 위해 올시티 캠퍼스 컨트롤 타워인 김해인재양성재단을 3월 목표로 설립하고 도서관과 지역서점을 연계한 북페이백 시스템을 도입한다.

◆ 안전하고 소외없는 복지
일상의 안전이 보장받는 도시를 위해 국제안전도시로서 역량과 자연재난 대비태세, 사회재난 대응역량을 강화하고 연중 안전관리시스템을 운영한다.
공공의료안전망 확충을 위해 김해공공의료원 설립 추진을 이어가는 한편 장유권 달빛어린이병원 유치를 추진한다.
또 올해 의생명축제와 연계한 제3회 의료박람회와 2026 대한민국 건강도시 정기총회를 개최한다. 이와 함께 사회적 약자인 아이와 노인, 장애인, 청소년, 여성, 다문화를 위한 다양한 지원사업을 확대한다.
◆ 환경가치 쓰임새 확장
미래세대에게 부끄럽지 않은 환경유산을 물려줄 수 있도록 탄소중립 이행 기반을 지속적으로 강화한다. 제1차 탄소중립 녹색성장 기본계획을 시행하고 기후지킴이 포인트 사업 등으로 일상 속 탄소중립 실천문화를 확산한다.
자원순환 경제도시 구현을 위해 자원순환시설 현대화사업과 생활자원회수센터 현대화사업을 연내 마무리한다. 올해부터 신재생에너지 발전사업 특별회계 운영으로 신재생에너지 자립도시로 도약한다.
녹색복지 힐링 네트워크 구축을 위해 연말 목표로 람사르습지 등록을 추진 중이며 내년까지 총연장 73㎞에 달하는 도심하천 종주 둘레길을 조성한다.

◆ 시민주권 일상화
시는 다양한 주체가 시정에 직접 참여하고 정책 결정 과정에 적극적으로 의견을 낼 수 있도록 실천적 통로 기능을 강화한다.
이를 위해 쌍방향 온라인 소통플랫폼 ‘시민정책제안’을 활성화하고 주민참여예산 소통창구 다각화로 주민참여를 확대한다. 시장 집무실 축소로 시민소통방과 민원대기실을 확대하고 찾아가는 정례조회로 권역별 현장 소통을 촉진한다.
