이번 토론회는 (사)증평자원순환시민센터가 주최·주관하고, 증평군이 후원했으며, 자원순환·환경·의료·입법 분야 전문가와 군민들이 참여한 가운데 발제와 종합토론 형식으로 진행됐다.
토론회는 수도권 직매립 금지 조치 이후 급변하는 생활폐기물 처리 환경 속에서 증평군이 직면한 문제점을 점검하고 대응방안을 모색하기 위해 마련됐다.
발제자로 나선 자원순환사회경제연구소 홍수열 소장은 수도권 직매립 금지 정책이 또 다른 지역 갈등을 유발하고 있다고 진단했다.
홍 소장은 “수도권 직매립 금지 시행 후 수도권에서 발생한 폐기물이 민간 소각장을 찾아 비수도권으로 이동하는 현상이 가속화되고 있다”며 “발생지 처리 원칙 강화와 종량제 봉투 혼합 배출 쓰레기 집중 감량이 선행되지 않으면 쓰레기 이동에 따른 지역 간 갈등은 더 심화될 것”이라고 말했다.
이어진 종합토론에서는 수도권 직매립 금지에 따른 민간소각시설 위탁 처리의 제도적 한계점과 개선방안이 집중적으로 논의됐다.
토론은 이종일 증평발전포럼회장이 좌장을 맡아 진행했으며, △문윤섭 한국교원대학교 환경교육과 교수 △이순희 한국교통대학교 간호학과 교수 △공정한 세상 정미경 사무국장 △최명호 군의원 △이향숙 청소년폭력예방 센터장 △신정의 증평자원순환시민센터 사무국장 등이 패널로 참여했다.
참석자들은 타지역 생활폐기물의 민간소각시설 유입에 대한 상시 모니터링 체계 구축과 청주 지역 민간소각시설에 대한 지도·점검 강화가 필요하다고 강조했다.
특히 현행 제도 아래에서 수도권 폐기물이 민간 소각시설을 통해 비수도권으로 유입되는 구조적 문제를 지적하며, 지방정부 차원의 대응에는 분명한 한계가 있다고 입을 모았다.
아울러 환경부 등 중앙정부 차원에서 민간 소각시설 위탁 처리를 최소화할 수 있는 실질적인 제도 개선과 정책 대안 마련이 시급하다는 데 의견을 같이했다.
이종일 증평발전포럼회장은 “이번 토론회를 통해서 수도권 직매립 금지 문제에 따른 지역 간 갈등 문제에 대해 깊이 점검하는 계기가 되길 바란다”며 “앞으로도 증평군의 발전과 도시 성장을 위한 공론의 장을 지속해서 만들어 가겠다”고 말했다.
