이장우 대전시장 “행정통합 특별법, 자치권 확실히 보장해야”

이장우 대전시장이 대전·충남 행정통합 특별법안을 지키기 위해 직접 국회를 찾아 여야 지도부를 상대로 설득전에 나섰다.

이 시장은 9일 오전 국회 본관에서 열린 ‘행정통합 입법 공청회’에 참석해 발언을 통해 “수도권 일극 체제를 극복하려면 국가 대개조 수준의 지방분권이 이뤄져야 한다”며 “중앙정부 권한을 과감히 이양해 지역이 스스로 성장할 수 있는 실질적 자치권을 보장해야 한다”고 강조했다.

공청회 이후 이 시장은 신정훈 국회 행정안전위원장, 장동혁 국민의힘 대표, 송언석 원내대표 등 여야 지도부를 차례로 만나 대전·충남 행정통합 특별법안에 대한 대전시의 입장을 설명하고, 타운홀미팅 등을 통해 모아진 시민 의견을 전달했다. 

이 자리에서 그는 “현재 여당의 행정통합 특별법안이 지역 균형발전이 아닌 지역 차별을 초래하는 수단이 되고 있다”며 “지역 간 갈등을 최소화하려면 시·도 통합에 공통 적용되는 ‘행정통합 기본법’ 제정이 필요하다”고 주장했다.

특히 그는 자치 재정권 문제를 핵심 쟁점으로 꼽았다. 이 시장은 “여당안의 재정 권한은 불분명하고 한시적·종속적 성격이 강하다”며 “항구적인 재정 자율성을 확보하기 위해 국세 이양 등 내용을 특별법에 명시해야 한다”고 밝혔다. 

아울러 지방자치는 중앙의 ‘배려’가 아니라 지방의 고유한 권한이라는 점을 분명히 하며, 행정통합 특별법에 고도의 자치권을 담아야 한다고 거듭 강조했다.

이 시장은 “시·도 통합이 국가 백년대계에 해당하는 중대 사안임에도 충분한 검토와 폭넓은 의견 수렴 없이 일방적으로 추진되고 있다”며 “향후 발생할 수 있는 혼란을 막기 위해 여야가 함께 행정통합 기본법을 논의할 수 있는 국회 내 별도 기구 설치가 필요하다”고 제안했다.
