충남도가 기후위기와 인구감소 등 구조적 변화 속에서 어촌의 자립과 지속가능한 성장을 도모하기 위한 청사진 마련에 나섰다.
충남도는 9일 도청 소회의실에서 전형식 정무부지사 주재로 ‘수산업·어촌발전 5개년 발전계획’ 2차 중간보고회를 열고, 시군 관계자와 전문가, 어업인 대표 등과 함께 향후 발전 방향을 논의했다.
이 자리에서는 그동안 추진된 사업성과를 점검하고, 어촌을 단순한 보호의 대상이 아닌 스스로 성장하는 경제·생활 공동체로 전환하기 위한 정책이 집중 논의됐다.
도는 지난 단계에서 수산업 경쟁력 강화, 귀어·청년어업인 정착 지원, 어촌 생활 SOC 확충, 어촌관광 활성화, 수산자원 회복 등 주요 과제를 추진해 왔으며, 일부 지역에서는 스마트양식 기반 구축과 어촌뉴딜 연계사업이 가시적인 성과를 내고 있다고 평가했다.
반면 어업인 고령화와 지역 간 정책 체감도 격차, 기후변화에 따른 수산자원 불확실성 등은 여전히 해결해야 할 과제로 꼽혔다. 이에 도는 남은 기간 동안 지역 특성을 반영한 수산업 고도화, 청년·여성·귀어인의 정착 지원, 관광·문화가 결합된 어촌형 일자리 모델 발굴, 탄소중립 대응형 수산정책 등을 중점 추진할 예정이다.
전형식 부지사는 “어촌은 단순히 지원의 대상이 아니라, 산업·생활·관광이 결합된 잠재력 높은 공간”이라며 “단기적 성과에 머물지 않고 어촌의 구조적 전환을 이끌 수 있는 장기 전략이 필요하다”고 강조했다.
그는 이어 “5년이라는 계획의 틀이 짧게 느껴질 수도 있지만, 지금의 선택이 충남 어촌의 향후 50년을 좌우할 것”이라며 “도는 어촌이 다시 젊어지고, 선택받는 공간으로 살아날 수 있도록 끝까지 책임지겠다”고 말했다.
충남도는 다음 달 최종보고회를 열어 수렴된 의견을 반영한 발전계획 최종안을 오는 4월 확정·발표할 예정이다.
