아산시의회 김은복 의원 “행정, 파트너 기관 자율성 침해 말아야”

충남 아산시의회 김은복 의원이 수탁기관의 자율성을 훼손한 아산시 행정의 대응 방식을 강하게 비판했다. 

김 의원은 11일 열린 제264회 임시회 제2차 본회의 5분 자유발언에서 “행정은 파트너 기관의 자율성을 존중해야 하며, 관리·감독의 범위를 넘어선 간섭은 결국 행정 신뢰를 스스로 무너뜨리는 일”이라고 지적했다.

김 의원은 특히 최근 논란이 된 아산시 여성커뮤니티센터 운영 사태를 언급하며, “민간위탁의 취지는 행정의 관리·감독과 수탁기관의 자율성 사이에서 균형을 잡는 데 있다”며 “그런데 아산시는 자율성은 억압하고 책임만을 요구하는 방식으로 균형의 원칙을 깨뜨렸다”고 꼬집었다.

김 의원은 성과평가에서 우수 기관으로 평가받은 여성커뮤니티센터가 오히려 위기 상황에서 불이익을 받은 점에 대한 의문도 제기했다. 그는 “현실적 조정 요구가 행정의 불이익으로 돌아간다면, 앞으로 어떤 기관이 아산시 행정에 협력하려 하겠느냐”며 “행정의 잣대가 순응 여부가 아닌 성과와 원칙에 기반해야 한다”고 강조했다.
