양승조 전 충남도지사가 11일 충남·대전 통합특별시장 출마를 공식 선언하며 “대한민국 균형발전의 새 축을 충청에서 세우겠다”고 밝혔다.
양 전 지사는 이날 오전 충남도청 브리핑룸에서 기자회견을 열고 “360만 특별시민의 명령을 받들어 대전·충남 통합특별시의 미래 100년을 열겠다”며 “이재명 대통령이 추진 중인 5극3특 행정통합 구상을 충실히 완성해, 충청권이 실질적인 제2의 수도권으로 성장할 수 있도록 하겠다”고 강조했다.
그는 “단절과 중복투자라는 비효율을 극복하고, 교통망과 산업경제권이 하나로 연결된 새로운 시대를 만들겠다”며 출마 배경을 설명했다. 특히 “민선7기 도정 경험을 바탕으로 국가균형발전의 핵심축이 될 통합특별시를 반드시 실현하겠다”고 밝혔다.
양 전 지사는 과거 세종시 수정 추진 당시 22일간의 단식으로 ‘충청의 미래’를 지켜냈던 일화를 언급하며 “그때의 절박한 마음으로 다시 충청 발전의 현장에 서려 한다”고 말했다.
또한 도정 시절 추진했던 무상보육·무상급식·무상교복, 청소년 버스비 지원, ‘꿈비채’ 공공주택 정책 등 성과를 회상하며 “충남이 주도할 때 대한민국 지방행정의 표준을 만들어왔다”고 자평했다.

이날 발표한 주요 공약으로는 통합특별시 광역교통망 구축 ,충남–대전 첨단산업 메카 조성 ,계층별 맞춤복지 확대 ,문화관광 및 혁신도시 조성 ,통합 거버넌스 확립 등이 제시됐다.
교통 분야에서는 △충청내륙철도(태안–서산공항–내포–공주–대전) 개통 △광역급행철도 CTX 반석–세종–청주공항 연계 △대전–보령 고속도로와 수도권 전철 연장 등을 추진해 철도·도로망의 완전 연결을 약속했다.
산업 분야에서는 △대덕연구단지 리노베이션 △규제 완화와 첨단방위산업 육성 △AI 반도체 대기업 유치 등으로 충남의 산업기반과 대전의 과학기술을 결합한 ‘세계적 기술실증단지’를 조성하겠다고 밝혔다.
복지 분야에서는 ‘꿈비채 2.0’ 1만 호 공급, 농어민 수당 인상, 청소년·어르신 버스비 무료화 확대, 필수의료 강화, 장애인·반려동물 친화 정책 등 생활밀착형 공약도 제시했다.
양 전 지사는 기자회견 직후 자신의 페이스북을 통해서도 “통합특별시장의 역할은 매우 중요하다. 대전의 연구개발 역량과 충남의 제조·생산 기반을 연결해 경제과학수도를 만들겠다”며 “수도권 일극 체제를 넘어 국가의 지속가능한 경쟁력을 지켜내는 행정통합이 되도록 하겠다”고 밝혔다.
