국회 법안소위서 재정이양 조항 모두 삭제... “정부 거수기 역할에 그쳐”
대통령 ‘지방세 비중 35%’ 약속 이행 촉구... “껍데기뿐인 통합은 거부”

김태흠 충남도지사가 대전·충남 행정통합 특별법안의 국회 심사 결과에 대해 “지역의 열망을 짓밟는 행위”라며 강하게 반발하고 나섰다.
김 지사는 정부 권한과 재정의 실질적인 이양이 보장되지 않는다면 도민들과 함께 ‘정치적 중대 결단’을 포함한 투쟁에 나서겠다는 배수진을 쳤다.
김 지사는 12일 도청 프레스센터에서 기자회견을 열고, 전날(11일) 국회 행정안전위원회 법안심사소위원회에서 진행된 특별법안 심사 과정을 강도 높게 비판했다.
김 지사는 이번 심사 결과에 대해 “정부의 기득권 유지 저항에 부딪혀 재정이양 조항이 모두 삭제되고, ‘노력해야 한다’는 식의 선언적 문구만 남았다”며 “통합의 주체이자 대상인 충남도지사로서 결코 납득할 수 없는 결과”라고 목소리를 높였다.
그는 항구적인 재원 확보와 권한 이양이 담보되지 않은 통합은 행정통합의 본래 취지를 완전히 몰각시키는 것이라고 규정했다. 특히 “가장 먼저 행정통합을 제안하고 여당과 소통해온 노력이 정부와 여당의 정치적 의도에 의해 철저히 외면당했다”고 성토했다.
더불어민주당을 향해서도 비판의 날을 세웠다.
김 지사는 “행정통합을 반대하던 민주당이 대통령의 말 한마디에 재정·권한 이양 없는 ‘눈가림용 법안’을 발의해 콩 볶아 먹듯 졸속으로 처리하고 있다”고 지적했다.
특히 심사 과정에서 대전·충남 지역구 민주당 의원들이 단 한 명도 참여하지 않아, 민주당 안(案)에 포함됐던 양도소득세 및 교부세 이양 등 핵심 재정 조항들이 대거 누락됐음을 꼬집었다.
김 지사는 이재명 대통령에게 과거 약속했던 특례와 권한 이양, 특히 국세와 지방세 비율을 65대 35로 조정하겠다던 공약을 이행해 줄 것을 강력히 요청했다.
그는 “단순히 행정구역만 넓히는 것이 진정한 통합이 아니다”라며 국회 행안위에 졸속 심사 즉각 중단 ,여야 동수 특위 구성을 통한 공통 기준 마련을 요구했다.
마지막으로 김 지사는 “이러한 요구가 받아들여지지 않을 경우, 도민들과 함께 모든 가능성을 열어두고 정치적 생명을 건 중대 결단을 내릴 것”이라며 강력한 투쟁 의지를 드러냈다.
