[브레이크뉴스=황민성 기자] 하동군이 중장년층의 인생 2막 지원사업을 위한 ‘하동형 군민연금’ 도입을 검토하고 있다고 12일 밝혔다.
군은 지방소멸 대응과 생애주기 정책 균형 강화를 위해 ‘중장년층 복지스타트’를 선언하고 본격 추진에 나섰다.
이에 그 핵심 사업이 ‘하동형 군민연금’ 도입이다.
군은 그동안 육아수당, 청소년·청년·노인 지원 등 생애주기별 정책을 추진해 왔으나 지역의 핵심 생산 연령층인 중장년층을 직접 지원하는 정책은 상대적으로 부족했다는 판단에 따라 정책 공백 보완에 나섰다.
사업 대상이 되는 만 46~59세 인구는 약 8600명 규모로, 지역 기반과 경제활동을 지탱하는 중심 연령층임에도 정책 체감도 측면에서 보완 필요성이 제기되어 왔다.
이에 하동군은 해당 연령층 군민 중 개인형퇴직연금(IRP) 가입이 가능한 신청자를 대상으로 자산 형성 지원 모델을 검토하고 있다.
올해 하반기 예산 확보 후 2천 명 규모로 시작하고, 내년 신청 자격이 있는 신청자 전원을 지원할 계획(약 5천 명 예상)이며, ’28년부터는 동일 규모를 안정적으로 유지할 계획이다.
개인 납입 기반의 적립 방식을 통해 단순 재정 지원에 그치지 않고, 중장년층의 자산 축적과 미래 대비 기반을 강화하는 정책으로 추진하고자 한다.

하동형 군민연금은 재정 여건과 제도 적합성 검토를 거쳐 단계적으로 추진될 예정이며, 중장년층의 자산 형성과 생활 안정은 물론 지역 내 정주 기반 유지와 인구구조 안정에도 기여할 것으로 기대된다.
군 관계자는 “중장년층 복지스타트는 생애주기 정책 공백을 보완하는 출발점”이라며, “중장년 세대가 지역에서 안정적으로 미래와 인생 2막을 준비할 수 있도록 실효성 있는 정책 모델을 마련하겠다”고 밝혔다.
이어 “세부 추진 계획 수립 및 전문가 자문을 실시하고 보건복지부 사회보장제도 협의 후 의회 설명 및 예산 확보를 거쳐 올해 하반기 추진할 예정”이라고 덧붙였다.
