국민의힘 정용선 당진시 당협위원장이 더불어민주당의 '대전·충남 행정통합 특별법'을 재정·권한 이양 없는 졸속안으로 규정하며 전면 재설계를 요구했다.
정 위원장은 12일 당진시청 브리핑실 기자회견에서 "이장우 대전시장·김태흠 충남지사의 1년6개월 준비 원안이 대통령 발언 한 달 만에 누더기가 됐다"며 주민 의견 수렴 없이 26일 국회 처리를 비판했다.
이어 "선거 앞둔 보여주기식 폭주"라며 "충청 미래를 제물로 삼는 행위"라고 지적했다.
국민의힘 원안은 국세 지방이양 6.6조+보통교부세 2.2조 등 연 8.8조 안정 재원을 설계했으나, 민주당 안은 최대 3.7조에 5년 한시 지원으로 줄었다고 꼬집으며 "지속성·규모 부족, 재정 자립 없는 가짜 통합시"라고 비판했다.
원안의 농지 해제·특별지방행정기관 이전 등 '해야 한다' 강행 규정이 민주당 안에서 '할 수 있다' 임의로 바뀌어 중앙정부 통제권을 유지한다고 주장했다.
정 위원장은 광주·전남 통합법은 법인세·소득세 감면, 개발제한구역 관리권 이관, 특별기관 이전 의무화 등인데 대전·충남은 지방세 한정·재량사항으로 축소됐다고 밝히고, "같은 광역통합인데 지역 차별"이라며 불공정을 질타했다.
