충남 아산시장 출마를 선언한 안장헌 충남도의원이 아산 서부권을 관통하는 ‘수도권 전철 방축역 신설’을 승부수로 꺼냈다.
안장헌 예비후보는 12일 아산 서부지역을 동부권에 뒤처진 개발 취약지대로 규정하고, 방축동 일원에 추진 중인 방축지구 도시개발사업과 연계한 전철역 신설을 핵심 공약으로 제시했다.
그는 “아산 서부권이 늘 변두리 취급을 받아왔다”며 “역세권을 중심으로 한 공공개발로 서부권을 키우고, 아산 전체의 균형발전을 이루겠다”고 강조했다.
안 예비후보는 방축역이 들어설 경우 서부권 주민의 서울·수도권 접근성뿐 아니라, 신정호 등 아산 대표 관광지로 향하는 전철 수요까지 흡수해 지역경제를 살리는 거점이 될 것이라고 내다봤다.
전철역 신설을 전제로 한 도시개발이 아닌, 선제적인 철도 인프라 구축으로 삶의 질과 정주여건을 먼저 끌어올리겠다는 구상이다.
재원 마련과 운영비 문제에 대해서는 ‘탕정역 신설 사례’를 해법으로 제시했다.
안 예비후보는 “철도 기준상 요청 기관이 시설비와 개통 이후 흑자 전환 전까지의 운영비를 부담해야 한다”며 “과거 탕정역은 시설비는 LH, 운영비는 아산시가 분담해 성공적으로 개통한 만큼, 같은 모델을 방축역에도 적용하겠다”고 설명했다.
그는 충남도의회 기획경제위원장 경험을 언급하며 “충남개발공사와 이미 여러 사업을 함께 추진해 본 만큼, 공사와 아산시가 비용 분담 구조를 놓고 긴밀히 협의해 사업을 속도감 있게 추진하겠다”고 말했다.
안 예비후보는 “아산시는 말로만 균형발전을 외쳤지, 서부권 주민이 체감하는 변화는 턱없이 부족했다”며 “전철 도입을 기점으로 서부권 도시개발을 성공시키고, 그동안 소외감을 느껴온 주민 편익을 두 배로 돌려드리겠다”고 밝혔다.
