이한영 대전시의원이 다문화 정책을 ‘복지’가 아닌 ‘인구 전략’의 핵심 축으로 재정의해야 한다고 강조하고 나섰다.
대전시의회 복지환경위원회는 12일 시의회 소통실에서 '다문화 정책의 전환과 실행전략 모색 정책토론회'를 열고, 인구구조 변화에 대응한 다문화 정책의 새 방향을 논의했다.
좌장을 맡은 이한영 의원(국민의힘, 서구6)은 “다문화 정책을 단순한 지원·복지 영역이 아니라 지역의 지속가능성을 좌우하는 핵심 인구 정책으로 재정립해야 할 시점”이라고 밝히며 토론의 취지를 분명히 했다.
이 의원은 우리 사회가 직면한 인구 위기 속에서 외국인·이주민 정책을 노동력 보완 차원이 아닌 장기 정착과 공존 전략으로 바라봐야 한다고 강조했다.
특히 대전·충남 통합 논의와 맞물려 광역 차원의 인구 전략을 설계할 때, 다문화·이주 정책을 별도 영역이 아닌 핵심 변수로 포함해야 한다고 지적했다.
이날 토론회에서 이한영 의원은 인구구조 변화, 다문화가정 자녀 교육·진로 문제, 분절된 부처·지자체 추진체계 등 구조적 한계를 짚어가며 논의를 이끌었다.
또 이주민 생애주기별 맞춤형 정책, 교육·고용·복지 연계를 통한 통합 지원체계, 광역 단위 컨트롤타워 필요성 등을 핵심 의제로 제시해, 토론자들이 현장·전문가 관점에서 대안을 제안하도록 유도했다.
토론을 마무리하며 이 의원은 “오늘 논의는 다문화 정책을 ‘지원’의 틀에서 ‘정착과 공존’의 관점으로 바꾸는 출발점”이라고 평가했다.
이어 “시의회 차원에서 제도 개선과 정책 점검을 지속해 현장의 제안들이 실제 정책과 예산으로 이어지도록 하겠다”며, 다문화·이주 정책을 지역 인구 전략의 중심에 두겠다는 뜻을 밝혔다.
