이번 전부개정안은 학교 밖 청소년 지원에 관한 법률에 근거해 지역 차원의 지원체계를 정비하고 정책 추진의 실효성을 높이기 위해 마련됐다. 최근 학교 밖 청소년에 대한 사회적 관심이 확대되고 지원 필요성이 커지는 상황을 반영했다는 설명이다.
박종봉 의원은 “학교 밖 청소년은 교육·취업·사회참여 전반에서 어려움을 겪는 경우가 많아 체계적이고 지속적인 정책 지원이 필요하다”며 “조례 개정을 통해 동구 차원의 지원 계획과 사업 추진 체계를 정비하고, 차별과 배제 없이 건강한 사회구성원으로 성장할 수 있도록 제도적 기반을 강화하고자 했다”고 밝혔다.
개정안에는 ▲학교 밖 청소년 지원계획 수립 ▲교육·상담·자립 지원사업 추진 ▲학교 밖 청소년 지원위원회 신설 ▲후견인 제도 운영 등 종합적인 지원체계 구축 방안이 담겼다.
해당 조례안은 2월 12일 열린 대구광역시 동구의회 제349회 임시회 본회의에서 가결됐다. 이번 조례 개정으로 동구 차원의 학교 밖 청소년 지원 정책이 보다 체계적으로 추진될 전망이다.

The amendment includes measures to establish a comprehensive support system, including: establishing a support plan for out-of-school youth; promoting education, counseling, and self-reliance support programs; establishing an out-of-school youth support committee; and operating a guardianship system.
The ordinance was approved at the plenary session of the 349th extraordinary session of the Dong-gu District Council, Daegu Metropolitan City, held on February 12th. This amendment is expected to lead to a more systematic implementation of out-of-school youth support policies at the Dong-gu level.
