대전시가 장기 정체 상태에 놓여 있던 보문산 개발 구상을 ‘보물산 프로젝트’로 재정비하며, 민자에서 공공개발로 전환해 본격 추진에 나선다.
이장우 대전시장은 13일 시청 브리핑을 통해 “보물산 프로젝트를 대전도시공사 중심의 공공개발로 일원화해 속도감 있게 추진하겠다”며 “2031년까지 완공을 목표로 삼고 원도심의 활력을 되살리겠다”고 밝혔다.
이번 정책 전환은 국내 금융시장 불안과 건설 경기 침체로 민간 투자 유치가 어려워진 현실을 반영한 것이다.

대전시는 이에 따라 시 재정 투입과 도시공사 자체 사업을 병행하며, 안정적 사업추진 구조를 확립하기로 했다. 오월드 운영조직을 현 사업에 연계해 비용을 줄이고, 공사채 발행을 통해 저금리로 자금을 조달하는 방식도 검토 중이다.
보물산 프로젝트는 △전망타워 건립 △친환경 교통수단(케이블카·모노레일·전기버스) 설치 △오월드 재창조 사업 등 세 가지 축으로 구성된다.

핵심인 전망타워는 중구 대사동 망향탑 인근에 215.2m 높이로 들어선다. 과학도시를 상징하는 ‘우주선 발사체’ 형상을 적용하고, 외벽에는 미디어파사드로 야간 경관을 연출한다. 완공 후에는 대전을 한눈에 조망할 수 있는 랜드마크로 자리 잡을 전망이다.
보문산 전역의 접근성을 높이기 위한 친환경 교통수단도 병행 추진된다. 오월드에서 시루봉을 잇는 2.4km 구간 케이블카와 시루봉~전망타워 간 1.3km 모노레일, 전망타워~야구장 구간의 3km 친환경 전기버스 노선이 설치될 예정이다.

대전시는 환경 훼손 우려를 최소화하기 위해 기존 시설 부지나 훼손지를 우선 사용하고, 공사 중 손상된 지역은 즉시 복원한다는 원칙을 세웠다. 향후 전망타워 내부에는 지역 기업과 ‘꿈씨패밀리’ 등의 체험형 콘텐츠를 유치해 체류형 관광 명소로 키운다는 구상도 포함됐다.
현재 전망타워 사업은 투자심사와 설계 공모를 완료하고 실시설계에 들어갔으며, 교통수단 설치사업은 타당성 검토가 진행 중이다.
