교육재정 지원 ‘명문화’ 및 부교육감 ‘4인 체제’ 확대 제안

대전시교육감 선거에 출마한 맹수석 예비후보가 최근 국회 행정안전위원회를 통과한 ‘충남대전통합특별시 설치 특별법안’에 대해 “교육자치 부분에서 여전히 입법적 불비가 많다”고 지적했다.
맹 예비후보는 16일 자신의 사회관계망서비스(SNS)를 통해 “초안보다는 개선됐지만, ‘제6장 교육자치’는 여전히 보완해야 할 부분이 많다”며 “법사위와 본회의 심의 과정에서 충실한 입법 보완이 이뤄져야 한다”고 강조했다.
그는 먼저 특별시교육청의 재정 자립 문제를 지적했다. 맹 후보는 “법안에서 특별시교육청에 대한 구체적 지원 근거를 두지 않고 있어, 교육자치 재정이 열악해질 수 있다”며 “국가가 통합특별시교육청에 대해 설치 이전 수준 이상의 재정 지원을 ‘보장한다’는 명문 규정과 대통령령에 따른 재정 특례를 추가해야 한다”고 말했다.

이와 함께 교원 정원에 대한 제도적 장치 마련도 주문했다. 맹 후보는 “대전과 충남의 통합은 도시형과 농어촌형 교육환경이 융합되는 복합 구조”라며 “충남 지역의 소규모 학교 비중을 고려하면 교원 배치에서 불리함이 우려된다. 교원정원의 추가 배정과 교육부장관의 조정 의무를 명시해야 한다”고 덧붙였다.
