[브레이크뉴스=배종태 기자] 더불어민주당 소속 40대 기수들이 부산 정치의 전환을 선언하며 구청장 선거전에 나섰다.
박상준 부산 강서구의원, 이재용 전 금정구지역위원장 직무대행, 탁영일 동래구의회 의장은 19일 부산시의회 브리핑룸에서 공동 기자회견을 열고 ‘신(新) 40대 기수론’을 내세우며 구청장 출마를 선언했다.
이들은 “부산은 엑스포 유치 실패와 보수 독점 정치의 한계로 활력을 잃었다”며 “AI 전환과 주민주권 강화 등 시대의 변화를 이끄는 ‘돌파형 리더십’이 필요하다”고 밝혔다.
참석자들은 1971년 김영삼·김대중이 내세운 ‘40대 기수론’을 언급하며, 단순한 세대 교체가 아닌 “낡은 정치 질서에 대한 도전”을 강조했다. 이들은 케네디, 마크롱, 토니 블레어 등 젊은 지도자들을 예로 들며 “낡은 이념보다 실용적 성과를 중시하는 유능한 정치로 부산의 체질을 바꾸겠다”고 말했다.
이들은 40대를 “청년과 기성세대를 잇는 가교 세대”라고 규정하며, “디지털 기술에 익숙하면서도 기성세대의 헌신을 이해하는 세대로서 세대 간 통합 정치의 중심이 되겠다”고 덧붙였다.
세 후보는 부산 시민에게 ▲AI 중심 지역경제 대개조 ▲생활밀착형 혁신공간 확충 ▲주민참여 행정 강화 ▲청년 창업·교육·주거 인프라 확대 등 4대 혁신 약속을 제시했다.
이들은 “강서·금정·동래에서 시작된 변화의 흐름이 부산 전역으로 확산될 것”이라며 “결과로 평가받는 유능한 정치로 시민의 삶을 개선하겠다”고 강조했다.

Park Sang-jun, a member of the Busan Gangseo District Council; Lee Jae-yong, former acting head of the Geumjeong District Party Committee; and Tak Young-il, chair of the Dongnae District Council, held a joint press conference at the Busan Metropolitan Council briefing room on the 19th to announce their candidacies under the banner of the “New 40s Leadership” initiative.
“Busan has lost its vitality due to the failure to host the World Expo and the limits of conservative-dominated politics,” the three said, adding that “breakthrough-oriented leadership is needed to drive changes such as AI transformation and the expansion of citizen sovereignty.”
Referring to the “40s Leadership Theory” once championed by Kim Young-sam and Kim Dae-jung in 1971, the candidates stressed that their movement represents not merely a generational change but a challenge to outdated political conventions. They cited John F. Kennedy, Emmanuel Macron and Tony Blair as examples of young leaders who advanced reform through pragmatic, results-oriented politics, vowing to reshape Busan’s political landscape in the same spirit.
Describing people in their 40s as a “bridge generation” connecting younger and older generations, the candidates said they are “adept in digital technology yet understanding of their parents’ dedication, making them best suited to lead an era of political integration.”
They also presented four major pledges to the citizens of Busan:
– Revamping the regional economy through AI-driven transformation
– Expanding community-based innovation and welfare spaces
– Strengthening participatory local governance
– Enhancing infrastructure for youth entrepreneurship, education and housing
The candidates expressed confidence that “the wave of change beginning in Gangseo, Geumjeong and Dongnae will spread across Busan,” pledging to “improve citizens’ lives through competent politics that delivers tangible results.”
