부천시에 따르면, 이번 2차년도 사업은 1차년도 협력 성과를 바탕으로 대학과 지역 간 협력을 한층 강화하고, 지속 가능한 지역혁신 기반을 구축하기 위해 추진된다.
RISE 사업은 대학의 교육·연구 역량을 지역 발전과 연계해 인재를 양성하고, 지역과 함께 성장하는 협력 체계를 구축하는 것을 목표로, 대학이 지역 문제 해결의 주체로 참여하고, 청년이 지역에 정착할 수 있는 기반을 마련하는 것이 핵심이다.
