이강덕 “대구경북 통합 땐 경북 광역의원 12석 감소…대표성 약화 우려”

【브레이크뉴스 경북】박영재 기자=대구·경북 행정통합 특별법안이 국회 본회의 통과를 앞둔 가운데, 통합이 이뤄질 경우 경북도의 광역의원 수가 대폭 줄어들 수 있다는 우려가 제기됐다.

이강덕 국민의힘 경북도지사 예비후보는 20일 사회관계망서비스(SNS)에 글을 올려 “시·도의회 선거 인구 편차 허용 기준이 3대 1인 상황에서 통합이 이뤄지면, 인구가 감소 추세인 경북은 대구와의 인구 비율을 맞추는 과정에서 의석 감소가 불가피하다”고 주장했다.

그는 인구 비율을 적용할 경우 경북도의 광역의원 수가 기존 60석에서 48석으로 12석 줄어드는 반면, 대구시 광역의원 수는 33석에서 45석으로 12석 늘어날 것으로 예상된다고 밝혔다.

이 예비후보는 “광역의원 수 감소는 단순한 숫자의 문제가 아니라 지역 대표성의 문제”라며 “경북 22개 시·군, 특히 군 단위 주민들의 입장을 누가 대변하고 예산은 어떻게 확보할 것인지 우려스럽다”고 했다. 이어 “경북 북부권과 동해안, 울릉도 등 인구가 적은 지역이 직격탄을 맞을 수 있다”고 덧붙였다.

그는 경북도의회를 향해 “중대한 사안에 대한 충분한 대비 없이 통합 의결부터 했다”며 의석 감소 문제에 대한 사전 논의가 있었는지 따져 물었다.

또 대구시의회가 통합법안과 관련해 긴급 확대의장단 회의를 열고 절차적 문제를 제기한 점과, 국민의힘 충남도당이 ‘충남·대전 졸속 통합 반대 규탄대회’를 예고한 사례를 언급하며 “왜 경북은 침묵하고 있느냐”고 비판했다.

이 예비후보는 “침묵으로는 경북의 이익을 지켜낼 수 없다”며 “도민의 목소리가 모일 때 외침은 더욱 커질 것”이라고 말했다.

He also cited the Daegu City Council's holding an emergency expanded meeting of the Speakers' Committee and raising procedural issues regarding the merger bill, as well as the announcement by the People Power Party's South Chungcheong Provincial Chapter of a "Rally to Condemn the Hasty South Chungcheong-Daejeon Merger," and asked, "Why is Gyeongbuk remaining silent?"

Lee stated, "Silence cannot protect Gyeongbuk's interests. When the voices of the residents of the province come together, the outcry will only grow louder."
