고양특례시가 지역 화훼 산업의 경쟁력 강화와 농가 경영 부담 완화를 위해 자체 개발한 신품종 장미의 보급에 본격적으로 나선다.
시는 지난 23일, 고양시가 직무 발명한 '오션버즈'와 '헤스티아'를 비롯해 2026년 신품종인 '스타가넷', '파이어버드', '핑크캐니언' 등 총 15개 품종에 대한 통상실시권 허락 공고를 시청 누리집에 게재했다.

이번 공고를 통해 종자업(육묘업)을 등록한 업체라면 누구든지 고양시가 보유한 장미 품종 보호권에 대해 계약을 신청할 수 있게 됐다.
이번 조치에서 주목할 점은 외국산 로열티 부담 해소다.
그동안 국내 장미 농가들은 해외 원천 품종을 재배하는 과정에서 상당한 규모의 로열티를 해외에 지불해야 했다.
고양특례시 농업기술센터가 직접 육성한 신품종의 특허권이 국내 업체에 개방됨으로써 이러한 비용 부담을 상당 부분 줄일 수 있을 것으로 전망된다.
