공익직불제는 2020년 도입된 제도로, 사업 규모가 확대되면서 신청 농업인과 대상 면적이 지속 증가하고 있다. 실제로 공익직불 신청 규모는 2024년 144만2천 명, 97만6천ha에서 2025년 146만2천 명, 125만5천ha로 늘어났다. 이에 따라 직불사업을 관리하는 농관원과 사업을 수행하는 지방자치단체 간 협력의 중요성도 더욱 커지고 있다.
경북농관원은 2023년부터 지원·사무소와 광역 시·도, 시·군 담당자가 함께 참여하는 협의체를 운영하고 있다. 이번 협의회에서는 농업인이 직불금을 불편 없이 신청하고 적정하게 지급받을 수 있도록 제도 운영 개선과 현장 협업 방안 등을 중점적으로 논의했다.
경북농관원은 협의회를 계기로 지자체와의 협업체계를 한층 강화해 공익직불사업을 보다 효율적으로 추진하고, 농업인이 체감할 수 있는 행정서비스 수준을 높여 나갈 방침이다.
서준한 경북농관원장은 “공익직불사업은 관리기관과 수행기관 간 유기적 협력이 무엇보다 중요하다”며 “현장에서 필요한 협업 과제를 지속적으로 발굴하고 제도 운영상의 미비점을 보완해 농업인의 불편을 최소화하고 정책 실효성을 높이겠다”고 밝혔다.
