국회 법사위, 행정통합 3법 중 광주·전남만 의결… 대전·충남은 지자체 반대로 보류

국회 법제사법위원회(법사위)가 24일 전체회의를 열고 '행정통합 3법' 중 광주·전남 행정통합특별법을 더불어민주당 주도로 의결했다.
반면, 기대를 모았던 대전·충남 통합특별법은 지방자치단체와 지역 의회의 강력한 반발에 부딪혀 표결이 보류되며 본회의 문턱을 넘지 못할 것으로 예상된다.
이번 보류의 핵심 원인은 지자체장 반대와 지역 민심의 부정적인 의견들이 작용 한 것으로 보인다.
이장우 대전시장과 김태흠 충남지사는 "중앙부처의 협의 과정에서 알맹이가 다 빠진 '누더기 법안'이 됐다"며, 현재 상태의 법안 처리는 지역 발전에 도움이 되지 않는다고 강력히 비판했었다.
이날 법사위는 여야 합의가 어느 정도 이뤄진 광주·전남 특별법은 처리했으나, 단체장이 반대하거나 여야 이견이 좁혀지지 않은 대전·충남 및 대구·경북 법안은 처리를 미뤘다.
특히 대전·충남의 경우, 국민의힘 소속 단체장과 시·도의회가 일제히 반대로 돌아서면서 민주당으로서도 일방적인 강행 처리에 부담을 느낀 것으로 풀이된다.
민주당은 "6·3 지방선거 전 통합을 위해 1순위로 처리하겠다"는 방침이었으나, 지역사회의 거센 반발이라는 변수를 만나게 됐다.
